TRANSFORMATION OF HIGHER EDUCATION POLICY IN UZBEKISTAN THROUGH THE PRISM OF
INTERNATIONALIZATION: REALITY AND CHALLENGES

Abstract.
Drastic and rapid changes in education policy in Uzbekistan have been occurring over the past
years, especially in the higher education sector. The government is trying to provide the higher education
system with three fundamental components for transformation, i.e. strong political will (state policy),
funding (necessary financial and technical resources) and regulatory frameworks (laws, decrees, resolutions,
strategies, etc). Apparently, all these major and rapid reforms target the acceleration of internationalization
process of higher education system of Uzbekistan.
However, there is a gap between expectations and reality, which requires systematic and in-depth
analysis by scholars, experts and policymakers in the higher education sector in Uzbekistan. In this regard,
this paper tries to analyze the undertaken reforms, reality, challenges in higher education policy, while
concentrating on internationalization issues.
Key words: Higher education, State policy on education, transformation, internationalization,
transformation.
Analyzing the past and recent government decrees, laws, concepts, and all other regulatory documents
adopted by Uzbek government, unconditionally, demonstrate the attempt to sustain internationalization of
higher education system in the country. Indisputably, in the end of XX century internationalization of higher
education became one of the waves of globalization which was able to somehow transform the traditional
and national education systems all over the world. And Uzbekistanwas definitely not an exception in this
matter, as the country could not isolate itself from that process.
Apparently, each country in the world has own policy to reform its higher education system due to
particular historical background, demographic peculiarities, culture, political and socio-economic feature,
strategic goals, etc. In the case of Uzbekistan, this trend of reformation of higher, or postsecondary education,
had begun immediately after the collapse of the Soviet regime in 1991. One can argue that transformation
of higher education in Uzbekistan in early 1990s or, in other words, liberating its educational system from
the Soviet ideology, was the only target of the country for successful nation-building agenda.
Moreover, Uzbekistan proclaimed to be one of the modern market-economy oriented country with
democratic principles. These values and standards were in global trend at that time; however, Uzbekistan
then was suffering from shortage of qualified personnel capable of competently pursuing those policies
and reforms. This problem again highlighted the significance of educational transformation in the country,
