3.3.5. higher education
In 1988/89, there were 43 higher education institutions (HEIs) in Uzbekistan, 
including 40 specialized institutes and 3 generic universities. About 310,000 
students were enrolled in degree courses in the HEIs, of which around 45% were 
in courses offered in evenings and by correspondence (World Bank 2007). In 
2015, the number of HEIs had increased to 72, and the number of full-time 
students had increased to about 250,000 from about 180,000 in 1988/89. 
However, higher education offered in evenings and by correspondence courses 
were gradually phased out by early 2000. In the 2017/18 school year, there were 
72 HEIs and about 300,000 students (Figure 3.4). Seven of the institutions are 
international branch campuses of institutions based elsewhere, with one each 
affiliated with schools in Italy, the Republic of Korea, Singapore, and the United 
Kingdom, and three affiliated with schools in the Russian Federation (Box 3.2).
Almost all of Uzbekistan’s HEIs have been reorganized to offer 4-year 
bachelor’s degrees, two-year master’s degrees, and doctoral programs. The 
current intake is about 63,000 students and about 25% graduate each year 
from a university; more than 90% graduate with bachelor’s degrees. The 
majority of students in HEIs are enrolled in full-time courses. The largest 
number of part-time university students was reported in 2003/04, at 
LHS = left-hand scale, HEI = higher education institutions, RHS = right-hand scale.
