Enterprise Survey (World Bank 2013b), only 11.0% of firms reported providing 
their permanent staff with any formal training—the lowest share in the whole 
East and Central Asia region and significantly lower than the regional average 
of 35.6%.
Box 3.1: Use of Data and Research for Tailor-Made Vocational 
Education and Training Policies: The Republic of Korea’s Success
The Republic of Korea has two vocational and education training systems under 
two Ministries: (i) the Ministry of Education, Science and Technology focuses 
on pre-employment education, medium-level technician, and technical training; 
and (ii) the Ministry of Employment and Labor focuses on adults and employed 
people in various occupational fields, including many vocation training centers, 
both private and public. 
The Republic of Korea collects labor market surveys and uses data and research 
extensively to tailor-make their vocational and education training policies to 
current labor market demands, whether they entail skill- or industry-specific 
needs. The analysis is based on the following data sources (usually collected 
monthly or quarterly):
• 
Administrative data are collected from individual schools, colleges, individual 
training centers, and labor employment offices. One database then connects 
provinces, municipalities, and schools electronically via the internet. This 
database is linked to the Korean e-government system. 
• 
Cross-sectional survey data are collected from individuals, households, and 
companies.
• 
Longitudinal survey data are collected from students after their graduation. 
The sampled students are tracked over time to examine the impact of 
vocational and education training policies on their career path. 
• 
Skills identification survey data are collected from industries (including 
small and medium-sized enterprises) and provide a useful diagnostic tool to 
understand skills mismatch. 
• 
Worker supply–demand forecasts are done every 2 years for future education 
and training planning and manpower needs for specific occupations. 
The surveys are usually funded by the government and carried out by private 
survey companies by phone, e-mail, or in-person interviews.
