The object of the research 
were the managers of education in terms of 
innovative activity of higher education institutions. Totally were observed 293 
managers of education. The study was conducted at the leading scientific and 
methodological center for retraining and improvement of training of teaching and 
managerial personnel at MHSSE, Tashkent State Pedagogical University
Samarkand State University, Namangan State University, and Namangan 
engineering-technical University. 
The subject of the research
is the process of preparing of the education 
manager to the innovative activity in higher education institutions. 
The methods of the research
. For achieving the settled goals and solving 
specific problems were applied the following set of methods: analysis of 
documents; expert evaluation; psychological testing; conversation; observation
surveys; questionnaires; statistical methods of data processing. 
In the course of empirical research of studied issue were applied the following 
own methods: questionnaire study of the socio-psychological barriers that 
education manager experiences in innovative activity of higher educational 
establishment; profile of expert evaluation criterion of innovative activity of 
manager of education; questionnaire evaluation of innovative activity of manager 
of education; self-assessment questionnaire efficiency of innovative activity of 
education manager; profile of peer review component of preparedness of education 
manager for innovative activity in terms of higher education institutions
questionnaire study of the socio-psychological characteristics of manager of 
education in innovative activity of higher education establishments. 
Scientific novelty of dissertation research.
According to the results of the 
dissertation research for the first time was revealed the essence and the concept of 
innovative activity of manager of education in higher education establishments, 
defined the role of training managers of education for innovative activity, given its 
socio-psychological aspects.

preparedness manager for innovation of higher education institutions; 
were identified and reasoned socio-psychological barriers of managers of 
education, which have a negative impact on innovation; 
were developed criteria for evaluating innovative activity manager of 
education; 
were proposed methodological features of training manager of education to 
innovative activity in higher education institutions; 
were developed and tested psychodiagnostic methods for the study of 
innovation management education in Uzbekistan; 
were proposed a model of education for training managers to innovate in a 
higher educational institution;
