Can’t the private sector achieve this more quickly, given the potential profits?
The private sector is moving quickly towards greener building, but not towards eco-retrofitting.
Dubai, for example, is virtually a new city. It is experiencing almost incomprehensible growth with 
little consideration for the environment. In fact, development in Dubai is reshaping the seas to 
‘terraform’ a whole new network of artificial islands that increase the shoreline – and hence prospective 
property values. The skyline is now a series of skyscrapers rising out of a moonscape. At a recent 
construction industry conference, a developer of a major project in Dubai proudly spoke of the joy of 
creating the world’s tallest buildings. When asked about their extraordinary environmental impacts, 
he suggested that it was up to the market to develop the innovations required. The private sector
in other words, will pay a fleet of structural engineers to work out how to build the world’s tallest 
buildings; meanwhile, their impacts are left to other markets to clean up. While we create super-tall 
buildings in the faith that their environmental problems will eventually be mitigated, safe and fail-
proof technologies for modest buildings sit on the shelf. As we saw in the case of the new Chinese 
‘ecocity’ of Dongtan, the primary demand driver appears to be business investment. An essential 
role of government is to provide public goods and services where the market fails. Such goods and 
services surely include a viable life-support system and preventative healthcare for its citizens. The 
market fails in this area because it cannot design whole systems solutions and ensure the best design 
concepts prevail. In fact, despite some impressive green business initiatives, market competition 
activity frequently operates as a barrier to sustainable development. Often, for example, new green 
products and services are obstructed by special interests already established in the marketplace.
