Why analyse existing resource flows instead of just seeking improvements?
If we want to make a region more sustainable, we need to reverse linear flows to restore and enhance 
ecosystems. The existing physical and economic infrastructure reinforces these negative flows.
Hands-on activities like inventories and biodiversity surveys by local residents can, of course, foster 
an awareness of our interdependency with nature. But such inventories only tell us where we are 
now. As such, they are not sufficient to motivate behaviour change. By tracing transfers of resources 
and wealth, from rural to urban areas, natural to negative space, poor to rich, and so on, citizens can 
become informed as to the true ecological/economic ‘trade balance’ of their region or sector. That 
is, mapping the redistributive impacts that past government and industry policies are having on the 
region could make people aware of how their interests are affected over time. In this way, people 
can appreciate what may have been lost through a ‘trickle up’ vertical integration process, not just 
what ‘may’ happen in the future. This knowledge, currently concealed, could eventually translate 
into political pressure. It might also show the need for specific economic responses like regional 
import substitution.
Hasn’t information about growing disparities been around a long time?
Yes. And, clearly, complaints about perverse subsidies have not motivated decision-makers to 
implement options that might re-balance the ongoing transfer of public resources to special interests.
But we have seen how, in environmental management and planning, means of exposing resource 
transfers appear to have been studiously avoided. Certainly, the aim of politics is not whole systems 
rationality. Therefore one response from environmentalists has been to advocate eco-innovations 
that might bypass the monopoly enjoyed by industrial magnates and their ‘gatekeepers’ or politicians.
Specific innovations in certain technological areas, like low-cost solar cells, fuel cells or thermal 
chips, may indeed achieve this. But to contribute to the health of the region, we need processes that 
stimulate constructive institutional change as well as product substitution. After all, ecologically 
insensitive human interference in complex ecological processes at the regional scale took millions 
of years to evolve. Built environment planning and design are eliminating these living systems

overnight. The removal of universal access to soil, water and food interferes in their ability to meet 
local human needs self-sufficiently. To reverse this would entail environments (not just widgets) that 
create net positive synergies between the built environment and nature, urban and regional systems, 
and so on. One place to start, again, would be ecological transformation (ET) analysis. In regional 
areas, ET analyses are already informing ecological restoration projects, often beginning with the 
re-creation of the hydrological system.

However, there is little evidence of ET analysis informing 
urban planning and design.
