Introduction

Nowadays electronic technologies involves in every fields like economy,politics,science academy and so on.Therefore, it also connected with education system.The need was noted for stimulating the study of languages in every ministry, agency, state company and large private enterprises, to introduce a special day for the study of foreign languages there and create the necessary conditions for this.Instructions were also given to create video lessons, educational films and broadcasts, as well as the development of e-programs.

President Shavkat Mirziyoyev:It’s time to create a new system of teaching foreign languages – a solid foundation for the future
“Several areas of knowledge are determined every year in Uzbekistan, the development of which is given priority attention. This year physics and foreign languages have become such areas.Uzbekistan’s policy of openness, active entry into the global market, expansion of international cooperation in all areas increase the need for studying foreign languages.Teaching in foreign languages is conducted in 25 higher education institutions in Uzbekistan. In 2016, there were only 7 such institutions. Over the past 3 years, the number of applicants who have received a language certificate of international level has increased tenfold.However, the state of the system of teaching foreign languages at some places does not allow effectively solving the large-scale tasks in this area. So, in the education system, there are more than 2 thousand vacancies for foreign language teachers. The quality of teaching languages in 1.4 thousand schools is assessed as extremely low. These and other problems in the sphere were comprehensively analyzed at the meeting. Priority tasks were identified.The time has come to create in Uzbekistan a new system of teaching foreign languages, which will become a solid foundation for the future. Since we set ourselves the goal of building a competitive state, from now on, graduates of schools, lyceums, colleges and universities must be fluent in at least two foreign languages. This strict requirement should become the main criterion for the work of the head of each education institution”, Shavkat Mirziyoyev said. In Uzbekistan, youth issues always matter owing to the fact that youth are reckoned to be the future of country. In order to put the future of country in trustworthy hands, government pays attention to the upbringing, education, culture and reason of young generation. On raising children from early age, it is importantly essential to make them friend with books which can grow mind, beautify inner world and considerably contribute to shaping well-behaved and well-mannered, educated and sensible generation. From this point of view, our government is focusing on the power of literature to make people intellectual, make society consist of the intelligent, and make youth engaged in useful activity. In the aim of practical approaching to the case, several laws have recently been introduced to the society. Namely, the resolution of the President of the Republic of Uzbekistan Shavkat Mirziyoyev On a comprehensive program of measures to develop the system of publishing and distribution of books, increase and promote the culture of reading and reading was announced on September 13th 2017. According to this program, providing population with authentic books and broadening the awareness of the culture of reading was regularized further. In addition to this, National program for the development and support of library culture in 2020-2025 was also confirmed to ensure the provision of people with high quality of spiritual-enlightenment and artistic-aesthetic books and encouragement to upgrade the culture of reading the best 4examples of national and world literature. It should also be mentioned that the head of the state affirmed to arrange reading competitions among individuals, families and organizations and encouraged population by the reward of president prizes, specifically, automobiles..”¹
