PROBLEMS AND PROSPECTS OF LIFE INSURANCE
DEVELOPMENT IN UKRAINE 
 
Life insurance is an essential element of the socio-economic system of the state, 
as it is a means of protecting the welfare of the population and a tool to ensure the 
economic development of the country. Developed European countries have been using 
the system of complementary social protection for decades, where long-term life 
insurance takes one of the leading positions. However, in Ukraine the life insurance 
market is insufficiently saturated and not so much as from the standpoint of insurance 
companies, so from the coverage of the population with this type of service. 
Among the main reasons of the lack of life insurance in Ukraine, economists and 
scientists named: the low level of insurance culture; weak trust in insurance companies; 
not good service from insurance intermediaries; uneven material security (as a result 
of low purchasing power of citizen’s certain segments); political instability and sharp 
fluctuations of the exchange rate, etc. Considering the insurance companies 
themselves, a significant number of them are undercapitalized and operate in violation 
of solvency standards, as well as have an opaque ownership structure.

Over the last 5 years (2015-2019), the life insurance market in Ukraine was 
characterized by a decrease in the number of insurance companies by 28 units (by 
50.9%), which is characterized by too rapid dynamics, which is largely associated with 
declining solvency of insurers (Fig. 1). A similar situation is observed in the insurance 
market as a whole (reduction of the number of non-life companies by 92 units or by 
28%). Also we should mentioned that life insurance market has not so many numbers 
of companies as non-life, but it’s more than enough for Ukraine. On 30.06.2020, the 
number of "life" companies amounted to 20 units [2].
