TOTAL QUALITY MANAGEMENT IN HIGHER EDUCATIONAL SYSTEM 
 
Abstract. In the last twenty years the changes in our country's economic and social life, 
has a significant impact on education system and its development. Qualitaty changes 
in economy also has led to a new approach and new requirements related with human 
factors that is the main driving forces of sustainable development. As we know training 
of personnel in a high level that meets the requirements of the labor market is one of 
the main goals of educational institute. Especially, higher education institutions have 
great deal in it. The importance of concepts such as quality factor in activity of higher 
educational institutions, quality management is increasing day by day. Because of 
noticeable change that took place in labor market and the competition between higher 
education institutions, force them to understand their "client"s needs and to adapt to 
constantly changing conditions.
