Study Purpose and Hypotheses
To understand visitor response to recreation fees, it is not enough to simply examine the
linear relationship between place attachment and recreationists’ attitude toward fees. This
study builds from previous literature by utilizing social judgment theory to develop an
understanding of recreationist attitudes toward use fees, their spending preferences, and
their place attachment. Two hypotheses guided the study:

: As place identity increases, the effect of attitudes toward the MBSA fee program on
support for spending fee revenue will increase. Individuals with greater place identity
will exhibit a stronger relationship between attitudes toward the fee program and sup-
port for spending alternatives related to environmental protection and environmental
education.

: As place dependence increases, the effect of attitudes toward the MBSA fee program
on support for spending fee revenue will increase. Individuals with greater place de-
pendence will exhibit a stronger relationship between attitudes toward the fee program
and support for spending alternatives related to facility development and environmental
education.
Methods
Study Site
Data were collected from MBSA situated in the Inyo National Forest, California, over the
summer of 1998. The MBSA has a long and intriguing history. In 1941 the Los Angeles
Department of Water and Power began diverting Mono Lake’s (situated in MBSA) tributary
streams 350 miles south to accommodate Los Angeles water demands. Deprived of its fresh
water sources, the lake’s entire ecosystem began to collapse. In 1978 a group of concerned
citizens formed the Mono Lake Committee, which began lobbying for the lake’s protection.
In 1994, through litigation against the Los Angeles Department of Water and Power, the
committee was able to restrict the fresh water diversions from the lake. The lake is slowly
returning to an improved condition.
A product of Mono Lake Committee’s efforts is that they have been very effective in
raising both public awareness and their membership on the committee. The plight of the lake
has been featured in national newspapers, magazines, and several television documentaries.
In addition, visitors to MBSA (primarily at the Visitor Center and South Tufa Area) are
confronted with a variety of stimuli (e.g., pamphlets, interpretive signs, rangers, museum,
video) highlighting MBSA’s contentious political history and ecological significance. As a
result, visitors to MBSA develop an appreciation for the area and, in particular, the unique
geological history and ecological significance of the lake.
The USDA Forest Service, in conjunction with California State Parks and the Mono
Lake Committee, offer a variety of programs and services to accommodate the needs of
multiple publics. The scenic area is situated approximately 6,500 feet above sea level
and is desert-like with respect to its flora and fauna. There are several prominent natural
attractions. The central feature is Mono Lake, a large salt-water lake with approximately
45 miles of shoreline. Due to the lake’s salinity, only small brine shrimp inhabit the lake.
These, however, constitute the main diet of a variety of bird species that are attracted to

the lakeshores and islands, which in turn, attract bird enthusiasts from around the country.
Also, situated within the lake and along its shorelines are large calcium carbonate structures
(i.e., “tufa formations”) that stand up to 30 feet tall and resemble stalagmite formations.
These structures are the product of a chemical reaction between carbonate laden fresh water
emerging from springs beneath the surface of the lake and the saltwater in the lake. There
are also two extinct volcanoes situated within MBSA.
The information presented in Table 1 illustrates the sites around the lake where sampling
occurred and the primary activities recreationists engage in at these sites. The objective of
the sampling strategy was to obtain a representative sample of visitors to MBSA. Sites with
low numbers (i.e., County Park, Old Marina Site, and Navy Beach) all have low visitation.
The two most popular sites are the Visitor Center and South Tufa Recreation Area. The
Visitor Center, situated along the popular state highway 395 running north-south along
the eastern Sierra Nevada, attracts a variety of visitors, mostly in pursuit of information
about the recreation area and the bathrooms. Upon entering the center visitors are then
exposed to a variety of activities and services. There are also several self-guided nature trails
and interpretive exhibits around the perimeter of the center. The USDA Forest, California
