has been developed from HSG 65 and OHSAS 18001 
amongst other systems, there are many similarities. The 
elements are:
1. 
Policy
– There is a more specifi c emphasis on 
worker participation which it sees as an essential 
element of the management system and should be 
referenced in the policy statement. It is expected 
that workers and their health and safety representa-
tives should have suffi cient time and resources 
allocated to them so that they can participate 
actively in each element of the management system. 
The formation of a health and safety committee is 
also a recommended part of the system. The 
occupational health and safety management system 
should be compatible with or integrated with other 
management systems operating in the organization.
2. 
Organizing
– There is much in common with both 
HSG 65 and OHSAS 18001 with responsibility, 
accountability, competence, training and communi-
cation being key parts of this element. There is a 
specifi c responsibility to provide effective super-
vision to ensure the protection of the health and 
safety of workers and to establish prevention and 
health promotion programmes. Workers should 
have access to any records, such as accident and 
monitoring records, which are relevant to their 
occupational health and safety. Training must be 
available to all members of the organization and be 
provided during normal working hours at no cost to 
employees.
