Some general aspects of the e-Gov system in Japan 
The program of introduction of electronic technologies in the ideology and practice of 
government in Japan originates in March 2001, Then was adopted the program "317 steps", 
providing for the completion of a number of stages: 2001 — e-Japan, 2003 — e-Japan 2, 2006 
— IT, 2010 i — Japan, etc., until 2055, when Japan, in accordance with implemented today by 
the government's plan, should become the absolute leader in the field of development of IT-
technologies for the world (see Tab.1). 
The program defines e-government as "a way of providing information and the provision already 
formed set of public services to citizens, business, other branches of government and government 
officials at which personal interaction between the state and the applicant is minimized as much 
as possible and uses information technology." 
According to the UN rating of e-government development index by 2016 Japan occupies 11
th
place, and 2
nd
place in the sub-index of e-participation.
