Some general aspects of the e-Gov system in Uzbekistan
In Uzbekistan, along with other areas of rapidly developing information and communication
technologies. In early 2000, was made the first steps in the development of the ICT industry at
all levels. For example, the Draft Concept of e-government in Uzbekistan were prepared in
cooperation with the group of experts of the Program "Initiative of digital development" UNDP
and published in Tashkent in November 2004. But only at the end of 2015 was approved the law
"On electronic government of the Republic of Uzbekistan".
Also important in the improvement of the information sphere is the decree of the First President
of Islam Karimov "On measures for further development of National information-
communication system of the Republic of Uzbekistan" dated June 27, 2013, which approved the
Program of development of telecommunication technologies, networks and communications
infrastructure in the Republic of Uzbekistan for 2013-2020. E-government is a new form of
organization of activity of public authorities, providing at the expense of wide application of
information and communication technologies qualitatively new level of speed and convenience
of obtaining organizations and state services, as well as information about the results of activities
of state bodies.
Decree of the President of the Republic of Uzbekistan from 27 June 2013 №PP-1989 "About
measures for further development of National information-communication system of the
Republic of Uzbekistan" approved projects and activities on e-government development in the
Republic of Uzbekistan, placing in front of public authorities a number of key objectives for the
creation and integration of information systems, automation of activities of state bodies, which
allows to increase the efficiency and quality of performance of their functions. The ultimate
objective of introducing E-government is the creation of a perfect electronic state apparatus, can
significantly improve the possibility of providing interactive services.
Uzbekistan in the ranking of electronic government development to 2016 was ranked 80-th place
in the ranking (Index value – 0. 5434), rising during the period under review to 20 positions
(100-th place in 2014). According to the indicators sub-index of development of online state
services in Uzbekistan was among the 65 countries with high sub-index (from 0.50 to 0.75).
However, the telecommunication infrastructure sub-index shows some lag and reaches the level
of 0,2463. Traditionally, the sub-index of human capital is quite high and is 0,6954.
In the group of CIS countries Uzbekistan was on the 7th place, the leadership shown by
Kazakhstan (33-e a place in the world and 1st in the CIS). The most impressive breakthrough
among the CIS countries showed Ukraine, rising from 87th place in 2014 to 62 in 2016, and
Uzbekistan, with the 100-th place in 2014 on the 80-th place in 2016. The most significant
decline – Armenia, 26 have lost their ranking and moved from the 61st to the 87th place. The
weakest infrastructure of the electronic government developed in Tajikistan and Turkmenistan.
In conclusion, we would like to note that the possible growth points places of Uzbekistan in the
ranking can be:
• dynamic distribution of fixed broadband Internet access (up to the present time he has
developed much weaker than mobile)
• the creation of conditions for effective interaction between citizens and government

• ensuring the necessary level of promotion of e-services
