Today, the President, the public authority of the Republic of Uzbekistan gives
unique consideration to the improvement of ICT and its mass usage in all circles of
society. This is encouraged by the embraced Comprehensive Program for the
Development of the National Information and Communication System of the Republic
of Uzbekistan, intended for 2013-2020. The improvement of ICT in Uzbekistan is
described by a few phases:
1.
The underlying phase of advancement (2000-2002) - the time of the staged
execution of ICT and improvement of policy management;
2.
The subsequent stage (2003 - 2007) - the time
of appropriation of the
primary administrative and administrative archives and the broad selection of ICT;
3.
The third stage (2008 - 2012) - the time of the dynamic presentation of
inward data frameworks and programming items in government bodies, the
arrangement of data and reference electronic administrations;
4.
The fourth stage (2012 - present) - the time of additional improvement of
the structure of policy implementation.
The digital economy in Uzbekistan is developing several times slower than the
potential of Uzbekistan. That is, there is an opportunity, the necessary resources are
available, but development is much slower. The reason for this is a number of obstacles
to the development of the digital economy in Uzbekistan.

low internet speed and poor quality;
outdated legislation in the field of information technology;
extremely low computer literacy among citizens;
non-transparency of
legislation;
lack of IT specialists or their departure to other countries;
information culture, lack of information hygiene;
information technology security is not good;
lack or (in some) absence of specialists in the governing bodies who understand
the field;
slow (or stunted) development of science, and especially the exact sciences.
If the above-mentioned problems are solved gradually, systematically, based on
world experience, Uzbekistan can easily become one of the countries with a developed
digital economy
