Uzbekistan has a high potential for practical demonstration of improved
productivity and other economic indicators at this stage of development. They depend
on the level of technological development and planning of ICT projects in business
practice. However, “due to lack of initiatives to introduce ICT at large enterprises,
organizations and business associations, improvement of technological processes and
management systems sows down.”
Therefore, the training of specialists in this field is of particular important. ICT
specialist should have theoretical knowledge and practical skills in operating modern
information and communication technologies in all sectors of
the national economy,
including technical and software information processing, telecommunications, as well
as knowledge in the field of algorithmic computing processes to solve economic
problems and create programs in a programming language.
There are seven main areas in which information technology has a direct impact
on the development of the economy and society. They vary from reaching efficient
usage of information resources to automatization of production processes within any
business entity. Speaking about the development of information and communication
technology systems, it should be noted that the
development of high-tech
telecommunications industry is strategically essential. Today it is hard to imagine life
without computer technology, information technology, the Internet,
and cellular
telephony.
Communications serve to ensure that quality decisions are made when sufficient
information is achieved. Communications are used in almost all the functions of
contemporary management. Methods can be formal and informal. The creative element
of innovation requires effective types of informal communication (creative meetings,
conferences, symposia, private business conversations).
Procedural communications are used in controlling costs, checking regimes,
setting
terms for testing innovations, etc. Communication with the external
environment (with suppliers, partners, customers, consumers, government bodies and
institutions, political structures and public organizations) is of great importance in
innovation management. The effectiveness of communications depends entirely on the
organization of information transfer processes and the optimality of its use.
Intra-personal communication arises as connecting processes within the
personality. Of particular importance are these processes in creativity, where conscious
and subconscious impulses are
combined in creating an image, thought, and idea.
Signals coming under the influence of the external environment, feelings,
experiences, judgments and conclusions of the innovator, are processed by the brain
and turned into information for use in practical activities.
The flow of information is a combination of its individual elements that arise in
the complex consciousness and the subconscious of a person.

Many aspects of the theory of communication are used in the practice of personnel
management and innovative firms.
Information received and received by individuals may have a logical, physiological,
psychological, activity, social and other nature.
Since any information contains a significant share of subjectivity and is evaluated
by the employee on the basis of his concepts, beliefs, interests, and past experience,
such information must be “cleared” and systematized for use in rational activity.
