OPENING SPEECH FOR THE INTERNATIONAL CONFERENCE ON 
“DIGITAL ECONOMY: DEVELOPMENT PROSPECTS AND WORLD 
PRACTICE”

Dear distinguished guests, participants of the international scientific practical 
online conference! 
First of all, I would like to note that Сovid-19 situation this year showed us the 
importance of the use of information technology in our everyday life. It once more took 
the efficiency and productivity of the economy to the first place as a priority task in 
our agenda. 
In addition, widespread of the digital economy will help us to decrease the share 
of the shadow economy, to create the competitive environment and to ensure 
transparency.
It is now obvious that the success in near future depends on the development of 
the digital economy and innovation. 
Over the past three years, Uzbekistan has paid great attention to the development 
of the digital economy and significant work has been done to create its legal 
framework. In particular, Decrees of the President of the Republic of Uzbekistan 
No. PP-3832 of July 3, 2018 “On measures to develop the digital economy in the 
Republic of Uzbekistan”, PP-4699 of April 28, 2020 “On measures to promote the 
digital economy and e-government” outlined the measures to be carried out to 
transform our economy. 
On the basis of these decrees, we have been assigned to fulfill three tasks by 2023: 
1. Double the share of digital economy in the country’s GDP; 
2. Triple the volume of IT services; 
3. Increase the export of IT services to 100 mln. USD.
In addition, with the aim of transforming our economy to the digital economy, the 
strategy of the “Digital Uzbekistan - 2030” has been approved by our President.
According to the strategy “Digital Uzbekistan – 2030”, the priorities of digital 
development in our country are: 

development of digital infrastructure; 

development of e-government; 

development of the digital economy; 

development of the national market of digital technologies; 

education and training in the field of information technology. 
Another important aspect from this Strategy is the need to digitize the areas where 
the population is most affected, and to give priority to reducing the burden on people. 
For this purpose, the projects on digitization of health, cadaster, social protection, 
agriculture, education have been identified.

Following these goals and priorities, the Graduate School of Business and 
Entrepreneurship has a Scientific Council on the specialty 08.00.16 – “Digital 
Economy and International Digital Integration”, which plays an important role in 
training scientific personnel in the field of digital economy in our country and carries 
out research in this field. 
At the end of my speech, I would like to wish you a good luck to successfully 
carry out this conference.
Using this opportunity, I wish you all good health, strength and great victories in 
the upcoming New year, and I hope we will take our cooperation to new heights.
