A learning centre is knowledge infrastructure for learning and not an institutionalised
learning activity. This means that ‘knowledge’ is institutionalised (as it would be for any type
of learning centre made available by the state, the municipality or an association) but not the
learning activity
– this is self-learning and thus informal.

A private tutor should be considered an institution. As far as the learner is concerned, the
tutor is an external body that decides and implements the content and teaching methods.
