Next, the author analyses the major global problems that the world
community faces today in the field of nuclear nonproliferation.
The viability of the NPT and of the regime as a whole greatly
depends on the pace of implementing Article VI. The countries of
the Nonaligned Movement and of the New Agenda Coalition, as
well as many other NNWS, however, are highly critical of the
inability or unwillingness of the NWS to fulfill their obligations
under this article concerning nuclear arms control and disarma
ment. Prepcom 2004 failed to reach any substantive recommenda
tions for the 2005 Review Conference because of opposition by the
US and some other NWS to any reference to the consensus final
document from the 2000 Review Conference, which had resulted
in the 13step plan of action on nuclear disarmament.
Among other problems of a more general nature is the serious con
cern over the threat of international terrorism and the risk that
nonstate actors may acquire, develop, traffic in or use nuclear,
chemical or biological weapons and their means of delivery, which
adds a new alarming dimension to the issue of proliferation of such
weapons and poses a threat to international peace and security.
The consideration of these issues is followed by some suggestions
and recommendations by the author with a view to contributing to
the successful conduct and conclusion of the NPT Review
Conference 2005.
In the following chapter the author discusses grave challenges to
the international nonproliferation regime posed by some countries
that have already acquired or are trying to produce nuclear or other
weapons of mass destruction. This analysis includes such countries
as India, Pakistan, Israel, Iraq, Iran, and DPRK.
Finally, in the concluding part of this study, Amb. Timerbaev
expresses his strong belief that due to the collective efforts of the
great majority of nations, the nonproliferation regime is, in its
essence, still quite strong, and the major nations are continually
looking for ways to improve it, and do, in fact, carry out such
measures. Therefore, there is no need whatsoever for any radical
changes or reforms of the regime, or, for that matter, for any new
nonproliferation strategies. 
The existence and observance of international norms and mecha
nisms not only admits, but even presumes a variety of methods for
their effective implementation – such as bilateral or multilateral

consultations, dialogue, negotiations, etc., and, when necessary,
enforcement measures in the framework of international law and
under the auspices of the UN Security Council. However, any
attempts to use the nonproliferation slogan for selfinterested
political, economic or any other purposes, that have nothing to do
with actual nonproliferation, are quite inadmissible. 
The author expresses a measure of confidence that the NPT
Conference in 2005 will adopt, on a consensus basis, decisions that
will contribute to the further consolidation of the Treaty and of the
entire nonproliferation regime. His confidence is based on the
conviction that nuclear nonproliferation in all its aspects, as
defined by the NPT, is of unwavering significance for internation
al security and is in the interests of all nations, both NWS and
NNWS.
Ambassador Roland M. Timerbaev was a professional diplomat for
over 40 years. During most of his time in the diplomatic service, he
served as an arms control negotiator (NPT, ABM Treaty, CTBT,
etc.). His last post in 1988–1992 was as Permanent Representative
to the IAEA and to other international organizations in Vienna. In
1992–2002 he was a consultant to the IAEA for nuclear nonprolif
eration affairs. Prior to and especially since his retirement in 1992,
he has been teaching and writing about nuclear arms control and
nonproliferation. Among his major publications are «Peaceful
Atom on International Arena» (1969), «Verification of Arms
Control and Disarmament» (1983), «Inventory of International
Nonproliferation Organizations and Regimes,» 1994 Edition (co
author), «Russia and Nuclear Nonproliferation» (1999), «Nuclear
Suppliers Group: Why and How it Was Created» (2000), «Nuclear
Nonproliferation in U.S.Russian Relations: Challenges and
Opportunities» (coauthor, 2002), textbook «Nuclear
Nonproliferation» (coauthor, 2002), «International Control of
Atomic Energy: Past, Present, and Future» (2003). At present,
Dr. Timerbaev is the Executive Council Chair and a Consultant at
the PIR Center for Policy Studies in Moscow.
