(1997) described the human development experience in India,
between the two decades of 1970 and 1980 of 17 major states. The government
expenditure on health and education are very essential for promoting human
development, but in India social sector spending is very low in comparison to that of
other countries at a similar stage of development. Therefore, role of government is very
essential for promoting human development by higher allocation to social spending.
