(1994) was prepared by the National Council
of Applied Economic Research (NCAER). For a vast nation, such as India, with wide
diversity in socio- economic features, the general human development index failed to
capture the real essence of living conditions of the masses. The NCAER choosen 16
major states of India for conducting a detailed study on human development. The
survey covered various aspects of human development, such as levels of living,
employment and wages, literacy and education, morbidity, disability, nutrition,
effectiveness of such public services as public distribution system, education and health
care, as well as the demographic characteristics.
