appraiser who may assign a specific customs officer for the examination and intimate the
officers' name and the packages to be specifically examined, on the checklist and then return
it to the exporter/CHA.
•
The Customs officer examines the shipment along with the dock appraiser. The examination
report is entered into the system. S/he then marks the electronic bill, checklist and all the
original documents to the dock appraiser. Once the dock appraiser is satisfied that the details
entered in the system conform to the description given in the original document, S/he may
allow “let export” for the shipment and inform the exporter or his agent.
Variation Between the Physical Examination and Declaration:
•
The checklist, declaration and all the original documents, are retained by the appraiser
concerned. In an instance of any disparity between the declaration in the physical
documents/examination report and the shipping bill, the electronic shipping bill is marked to
the assistant commissioner/deputy commissioner of customs (exports). The appraiser may
also forward the physical documents to assistant commissioner/deputy commissioner of
customs (exports) and instruct the exporter or his agent to meet the assistant
commissioner/deputy commissioner of customs (exports) for settlement of the dispute.

In all cases where the exporter agrees with the views of the department, the shipping bill
needs to be processed accordingly. However, when any exporter disputes the view of the
customs, principles of natural justice are required to be followed before the case is finalised.
Containers Stuffing / Loading of Goods
•
The exporter or his CHA hands over the exporter's copy of the shipping bill duly signed by the
appraiser with a Let Export endorsement to the steamer agent who may then approach the
Preventive Officer for allowing the shipment.
•
For container cargo, the stuffing of the container at dock is done under preventive supervision.
however, loading of both containerized and bulk cargo is done under preventive supervision.

The customs preventive superintendent (docks) then enters the particulars of packages that
are stuffed into the container, the bottle seal number, particulars of loading of cargo container
onboard into the system and also endorses these details on the exporter copy of the shipping
bill presented to him by the steamer agent.
Whenever there is a difference in the quantity or the/number of packages stuffed into a
containers/goods loaded on a vessel the superintendent (Docks) puts a remark on the shipping bill in
the system, and that shipping bill requires an amendment for the changed quantity/value. Such
shipping bills also may not be taken up for sanction of drawback/DEEC logging, till the shipping bill is
suitably amended for the changed quantity & value. The customs preventive officer who supervises
the loading of the container and general cargo into the vessel gives "Shipped on Board" endorsement
on the exporter's copy of the shipping bill. Thereafter the CHA gets the shipping bill amended in the
EDI system.
