The Results of the “Cotton Affair”
A commission convened in 1989 to review Gdlian’s investigation compiled no 
less than fifty volumes of materials.

The review commission found that Gdlian 
and his team had operated in a chaotic manner, fabricated evidence, and extorted 
confessions through force. In the course of this “investigation of the investigation,” 
several well-known figures were arrested and convicted, among them Leonid 
Brezhnev’s son-in-law Iurii Churbanov; first secretary of the Central Committee 
of the Communist Party of Uzbekistan, Usmankhodzhaev; former secretary of the 
Central Committee of the Communist Party of the republic, 
A
. Salimov; and the 
first secretaries of the provincial committees in Tashkent, Ferghana, and Namangan. 
Unofficial evidence indicates that a significant number of those accused committed 
suicide, including K. Ergashev, G. Davydov, R. Gaipov, and Sh. Rashidov. When 
Usmankhodzhaev mounted his own defense, he began pointing the finger directly 
at individual members of the Politburo of the USSR, including E.K. Ligachev, V.V. 
Grishin, G.V. Romanov, and M.S. Solomentsev. In March 1989, Gdlian and his 
deputy were both elected People’s Deputies of the USSR.

But a month later the 
Plenum of the Supreme Court of the USSR issued a private ruling “on offenses 
against law committed in the course of the team investigation of the Prosecutor 
General’s Office of the USSR headed by Gdlian.”

By the following April the 
Supreme Soviet of the USSR denounced:
unproven claims of the people’s deputies of the USSR T. Gdlian and N.V. Ivanov 
[his deputy] that discredit the Supreme Soviet of the USSR and individual people’s 
deputies and officials. It warns them that the Supreme Soviet of the USSR will 
deprive them of their immunity as Deputies should they continue activities lead-
ing to the destabilization of the country.
It then went on to fire Gdlian and Ivanov from their jobs as prosecutors and to 
dismiss their superiors who had failed to supervise the two and thereby allowed 
massive breaches of the law.

Much later, in a 2008 interview with Radio Liberty, Gdlian admitted that he 
and Ivanov had at the time written a strictly confidential seventeen-page memo 
to Mikhail Gorbachev with one purpose: to stop the terror in Uzbekistan.

This 
implied that numerous innocent people had been arrested in order to protect the 
major offenders in the “Cotton Affair.” In his interview Gdlian also wondered 
why all arrests associated with the “Cotton Affair” had been attributed to him and 
his team.
To sum up, it cannot be doubted that serious problems existed in the cotton in-
dustry, and that these arose mainly from the endless pressure from above to “fulfill 
and over-fulfill” the Five-Year Plans. It is important to recall that the fulfillment 
or over-fulfillment of plans brought generous subsidies from the Center. Also, by 
manipulating reports one could demonstrate one’s allegiance to Moscow. Finally, 
there were those in Moscow who, for their own reasons, actually encouraged 
various forms of corruption among the peripheral republics and in Russia itself. 
Beyond this, it appears that Gorbachev and his predecessors had become acutely 
conscious of their waning control over the republics of Central Asia, especially 
Uzbekistan, and saw this assault on corruption as a lever by which they could regain 
lost authority over the region.
Those Ferghana Valley elites whose actions led to their being caught up in the 
Cotton Affair had been selected by the higher-ups because they could help imple-
ment the project at hand. In most cases they began their activities by limiting, and at 
times even excluding, all prior local political players from elsewhere in Uzbekistan 
who were not directly associated with the Ferghana group.
