Conclusion
The Ferghana Valley is a key element in the evolving regional security system in 
Central Asia, which might be characterized as “a complex of security”—a group 
of states whose major security interests are so closely interlinked that the national 
security of individual states cannot be considered outside the context of their intra-
regional relations.

This notion of “a complex of security” suggests the importance 
of the valley’s role in shaping stable inter-state relations in the region as a whole.
A fundamental aspect of many of the most vexing problems involving the 
Ferghana Valley is their cross-border character, which embodies and reflects both 
historic tensions and equally historic links and interdependencies. It is precisely 
in this area of cross-border relations where the international community can make 
the most effective contribution to the stability and security of the Ferghana Valley 
and the region of which it is the heart.
The international community has a record of resolving common problems and 
identifying and building upon common interests. Other countries and financial 
institutions would do well to continue to expand their focus on these cross-border 
concerns, and NGOs should also engage with them more directly, since they consti-
tute the very core of current political and social-economic realities in the Ferghana 
Valley. The existing sub-regional integrated transport network is a particularly 
important guarantor of regional stability, for it facilitates ties among local com-
munities, governmental bodies, and businesses. Further international assistance in 
developing this resource and linking it to continental trade routes can only benefit 
the cause of regional stability. To the extent that international groups can also assist 
in improving the system of managing national borders, this will help reduce the 
number and severity of cross-border problems.
