INTRODUCTION 
Special attention has been paid to the widespread introduction of the digitization process 
following the tasks set by the President of the Republic of Uzbekistan in the documents on the 
further development of the sphere through the introduction of IT technologies in education and 
science, the introduction of "E-government" and the digitization of the economy. In this regard, 
it is important to introduce a "Complex-analytical information system of scientific titles" to 
provide attestation of scientific titles (associate professor, senior researcher, professor) and 
digitization of the attestation process, which is one of the important links in the attestation of 
highly qualified scientific and pedagogical personnel [1]. The wide introduction of IT 
technologies to the attestation process ensures digitization, openness, and transparency of the 
process. 
It is of great importance to create a "Complex-analytical information system of 
scientific titles" within the system of "Electronic SAC" with the digitization of the attestation 
process and the submission of attestation works on scientific titles, which is an essential part of 
the attestation of highly qualified scientific and scientific-pedagogical personnel [2]. 
Being attributable to the effective introduction of this system in the process of 
attestation of 
scientific 
titles will significantly reduce the interference of the human factor in 
this process and further enhance the development of science, increase the quality and efficiency 
of the attestation process, as well as increase the responsibility of participants [1, 3]. 
Given the foregoing, introducing the "Complex-analytical information system of 
scientific 
titles", which will serve to the entire attestation process from the submission/receipt 
of attestation case documents for 
scientific 
titles, particularly, carrying normative-technical and 
scientific expertise of attestation, review by the disciplinary commission and digitization of the 
process of approval of 
scientific 
titles plays a significant role. Additionally, it is also possible to 
specify the following features of this system: a) the information system is completely new in 
the organization of attestation of 
scientific 
titles at the national level; b) an electronic volume of 
attestation works of those confirmed in 
scientific 
titles has been created; c) this system, in 
addition to regulating the flow of information on 
scientific 
titles, can systematize analytical and 
informative data on the identified characteristics and automate the formation of generalized 
reports [4, 5]. 
"Complex-analytical information system of scientific titles" consists of the following
