Annotation
Elections - occupy an extremely important place in the political life of our 
country. With their help, the political will of citizens is expressed, institutions of power 
and management are formed.
The candidates elected as a result of the elections will have the authorities of 
power. They are used in various democratic organizations, cooperatives, stock societies, 
etc.
Elections are the most appropriate and effective way for government to 
modernize the political system. Through this method, power is renewed peacefully, 
without bloodshed, without sacrifices and devastation.
Elections basically legitimize power, citizens determine their representatives by 
means of elections, provide them with these representative mandates for the purpose of 
exercising their sovereign rights. In this way, the political rights of citizens are realized 
in life.
Elections are always held by voting. However, although these concepts are close 
to each other, they differ from each other.
Key words: strategy, state strategy, strategic management, strategic planning,

Thus, the most important issues in the field of problematic decisions take place. 
Due to insecurity at the same time, they are showing a problem of solution; it is

important to choose a participatory strategy that is unique and acceptable to all in the 
existing region.
In determining the positions of different subjects, the problem is complicated 
not only by the fact that the speech goes about the political and economic processes at 
the regional level, but also on the political level of the center, about the general system 
of their relationship. As can be seen from the scheme, the procedures for developing 
the strategy will be associated, for example, with increasing the level of trust of the 
subjects involved. Therefore, for them, it is necessary to guarantee that certain 
processes will have a fair end for them.
Integrated models of external intervention. Now it is possible to try to 
imagine integrated models of external intervention. To do this, it is necessary to 
identify them within the framework of structural types. In this regard, we can talk about 
3 models that are associated with certain impact strategies.
1. "Exchange of power" - implies that the strategy is organized as a 
modernization for the purposes of external intervention (for example, the departure of 
the president from the governorship, which took place in Georgia this year).
2. "Preserve power" - this strategy implies that external intervention is 
organized as a conservative in terms of objectives at high intensity.
3. "Fight for influence" - this strategy is mainly associated with a low-intensity 
intervention, which is of secondary importance for the purpose of the intervention.13

The presence of competitive (competitor) intervention by its structure is carried 
out by different entities, which implies the presence of modernized and conservative 
strategies in the same organization.
Types of presidential election campaigns.
After identifying the models of regional political procedures and external 
intervention strategies, it is possible to try to imagine the types of presidential 
campaigns that arise depending on the factors of the "regional political order" and the 
"structure of external influence" or in other words, the following scenarios:
