The solution of a wide range of issues in the socio-political, economic, legal and cultural life of independent Uzbekistan is closely linked with the development of human resources and training systems. Thanks to independence, our country is trying to join the ranks of modern developed countries, improve the welfare of the population and take a special place in the world community. Therefore, the process of re-examining the role, place and responsibilities of personnel in society has begun. The main reason for this is the need for and meeting the needs of modern personnel. Experience in the field of education shows that almost all leaders are interested in developing their management skills, knowledge of modern management sciences and approaches. At the same time, each leader is asked, "How to effectively manage employees?", "What management style should be used?" seek answers to questions such as. However, each management situation is unique and unique. Improving the personality of a leader, developing his intellectual and organizational skills is one of the modern requirements. It begins with an "inspection" of what is in the "internal reserve." Management has the power to influence the unit under its control in a regular, planned and targeted manner. This interaction ensures the system's performance. Management is seen as a complex and dynamic aspect of organizational life, and management is seen as an interconnected, continuous process of performing functions. Such functions include: planning, organizing, assigning tasks (administrative management), motivating, directing, coordinating, supervising, researching, communicating, evaluating, making decisions, selecting staff, negotiating, and empowering. .Any management feels the need to manage this process perfectly. To this end, the structure should have a responsible manager. When we consider an organization as a structure, its leader is understood as a person who provides exactly two main functions of management. When analyzed at the organizational level, the main functions mentioned above are expressed as follows: Goal-oriented function - combines the tasks that lead the organization to a specific goal. Organizational function - the optimal use of existing opportunities in different departments of the organization. The main functions and responsibilities that a leader must perform are illustrated as follows. Among the main functions of organizational management are the following specific functions: Planning function: An idea of what the outcome will be, the stages and methods of achieving it. The main principle is the coordination of the management and the controlled entities. The function of control: the storage of information about the activities of the organization, the funds and resources that support its activities, the availability of information about the effectiveness of management. The basis of control is to compare the actual activities of the accounting and control process with the plan.
Social function: Social events (differences in various professional activities and remuneration, the introduction of social justice, the presence of employees in need of social protection. Incentive function: and moral incentives. Management goals and objectives lead to management relationships. Selection of candidates for vacant positions in the personnel management service in the field of personnel placement, placement of values in the workplace, The task of in-depth study of the personal and professional characteristics of the employee in terms of location and occupation. In order to achieve this, the goals of the organization must be achieved through the activity and participation of employees Motivating employees, that is, motivating them to work towards the goals of the organization, the main essence of motivation is to combine the goals of the organization and the interests of the employee, which is usually the responsibility of the leader.
CONCLUSION:
People who interact with each other in the process of work act in a certain way, within the norm. Labor relations, which are important to society, are usually strengthened by law. The various normative aspects of the relationship are specific to the industry, the region, the organization, the business unit, and the individual employee. The head of the personnel department is obliged to know such normative documents, to be able to apply them in practice, to develop independent drawings based on them, to popularize them, to explain their content to the employees of the organization.
