DESIGN, ENGINEERING AND BUILDING AN AUTOMATIC VEHICLE STORAGE AND RETRIEVAL SYSTEM (AVSRS) IN THE VENICE AREA

The City of Los Angeles (“City”), Department of Transportation (“LADOT”) is soliciting information from manufacturers and developers for the design, engineering and building an automatic vehicle storage and retrieval system (AVSRS) in the Venice community.
This potential project could be constructed on one or more of the currently City-owned parking lots in the Venice community, which would comprise a number of different parcels:


  1. The City-owned parcel bounded by California Avenue on the south, Santa Clara Avenue on the north, Electric Avenue on the east, and Abbot Kinney Boulevard on the west;



  1. The City-owned parcel bounded by Millwood Avenue on the south, California Avenue on the north, Electric Avenue on the east, and Irving Tabor Court on the west;




  1. The City-owned parcel bounded by Palms Boulevard on the South, Millwood Avenue on the north, Electric Avenue on the east, and Irving Tabor Court on the west;




  1. The City-owned parcels bounded by Venice Boulevard on the south, Palms Boulevard on the north, Electric Avenue on the east, and Irving Tabor Court on the west;




  1. The City-owned parcels bounded by South Venice Boulevard on the south, North Venice Boulevard on the north, Dell Avenue on the east, and Pacific Avenue on the west;

  2. The Centennial Park property bounded by South Venice Boulevard on the south, North Venice Boulevard on the North, Abbot Kinney Boulevard on the east, and Ocean Avenue on the west.

This document is a Request for Information (RFI) for interested parties, individual companies or strategic teams who may be interested in designing, engineering and building an AVSRS in the Venice community, City of Los Angeles.
Disclaimer
LADOT will collect and evaluate information provided in response to this RFI and determine the feasibility and benefits to the City from the implementation of any or all of the recommendations.
Since this RFI is not an RFP, and no commitments are required of either party, respondents are not to construe this process as a commitment by the City to award a contract or contracts for construction at this time. LADOT, in close consultation with the Councilmember of the District, will review and evaluate proposals received and solicit public input into the process as deemed necessary or appropriate. The City, nor the LADOT, will be liable for any costs incurred by any party for the preparation and submission of responses to this RFI. All material submitted in response to this RFI will become the property of the City.
Background
The City is the second largest municipality in the United States. LADOT currently manages over 118 City owned parking facilities (surface lots and garages). In May 2012, The Mayor and the City Council approved a Motion (CF 12-0665) instructing, in coordination with the Departments of Building & Safety, Planning and Fire, along with any other appropriate City agency, to prepare and release an RFP for an automated parking system at the City-owned parking lots on Electric Avenue in the Venice Community. The goal was to construct a structure that could provide environmentally-friendly technology and triple the available parking without expanding the size of land needed or available.
Currently, the City-owned parking lots on Electric Avenue have approval from the California Coastal Commission to be developed into public, metered, surface parking lots. The dimensions of this site preclude a traditional parking structure however an AVSRS may be a viable alternative to increase the amount of parking in there lots. Additionally, alternative sites are listed in this RFI for potential development in order to provide prospective parties the opportunity to select what property would best suit an AVSRS project and meet the various needs of the Venice community

Request for Information
Interested parties are invited to submit a response to the RFI describing proposals to design, engineer and build an AVSRS on one or more of the listed sites.
Any projects proposed in response to this RFI should incorporate the following features, and the design of any proposed project should be based on the following criteria. A project proposed in response to this RFI:


  1. Must strict comply with all applicable development standards, including all applicable provisions of the Venice Coastal Zone Specific Plan and the Venice Land Use Plan;

  2. Should minimize the amount of excavation and the amount of export of excavated materials;

  3. Should incorporate at least one (1) level of subterranean or a semi-subterranean portion of the project in order to minimize the overall footprint of the project;

  4. Must maximize the amount of on-site public parking and must show an increase in the amount of public parking available on the proposed site compared to what is currently available;

  5. Should incorporate various green and sustainable elements;

  6. Should incorporate various methods of on-site, multi-modal transportation opportunities;

  7. May incorporate creative project concepts or designs, including concepts that create opportunities for affordable or workforce housing above the public parking. Such creative concepts are strongly encouraged.

A lease or sale of the property or revenue sharing (with neighborhood and City) agreement would be the total consideration as the City’s contribution to the parking portion of the project. All other funding of the development must come from private sources.


This response should include the following information:


  1. Indication of the party’s interest in developing this parcel for the City, which includes the party’s name, telephone number, and mailing and e-mail addresses.

  2. Outline of the specific developments already built or in production, local and available today that are similar in to the project outlined above.

  3. Brochures and specifications describing in detail the specific features of development.

  4. Information concerning the party’s qualifications and ability to build this development services offered.

  5. References and contract values relative in size to the City of Los Angeles.

  6. Brief description of the extent of facilities developed and operated in the State of California and the United States.


Evaluation Process
LADOT expects responses from numerous and diverse entities to determine the type of development that might be included in a competitive bid process. The City is looking for the best use of the land that will maximize public parking in a creative project design that is sensitive to the community in which it is located.
Consistent with the criteria stated above, an evaluation committee will review all responses and identify respondents whose recommendations show the greatest potential for maximizing public parking and revenue, with consideration given to creative project concept. LADOT may extend invitations to those respondents to provide a brief presentation to further detail their products or services, if they have not recently done so.

All questions must be submitted via e-mail prior to 5:00 PM PDT on Friday, October 3, 2014. LADOT reserves the right to combine and re-phrase like questions into a single question with an appropriate response to be provided to all interested parties.
Submission Date
In order to give fair consideration to all recommendations and render the findings from this RFI in a timely manner, the interested parties shall submit their Response to RFI such that it is received no later than 5:00 PM PDT on Monday, November 3, 2014.
All responses shall include three (3) copies and one (1) compact disc (CD-ROM) containing all documents in a PC compatible Adobe Acrobat or Microsoft Office document format. This package shall be delivered to the following address:
