Researchers used an eye-
tracking device that “measures
the trajectory of your eye and
can pinpoint down to a pixel
on the screen, down to 1,000th
of a second, exactly where
you’re looking,” Mr. Gilliam
said in an interview.
Teachers showed “a ten-
dency to more closely observe
Black students, and especially
boys, when challenging behav-
iors are expected,” he said.
When asked which children
required the most attention,
42% of the teachers identified
the Black boy, followed by 34%
identifying the white boy. Both
Black and white teachers ex-
hibited the same degree of im-
plicit bias, he said.
“What we found was that
when teachers think of a be-
havior problem in their kid,
the image that pops into the
head is a Black child, espe-
cially a Black boy,” Mr. Gilliam
said. “So the real question now
is this: When a teacher thinks
about a gifted kid, what image
now pops in their head? And
it’s probably not a Black boy.”
Ian Rowe, chief executive of
Vertex Partnership Academies,
a network of Bronx-based pub-
lic charter high schools launch-
ing in 2022, said the new
guidelines “introduce a whole
host of subjective factors that
could limit opportunities for
kids who have the aptitude to
be able to succeed.”
The DOE said that its Early
Childhood team’s work on ad-
dressing concerns about im-
plicit bias isn’t new, and thou-
sands of teachers and leaders
have participated in implicit-
bias awareness workshops.
Black and Hispanic students
in 2019-20 made up 57% of
public-school
kindergarten
students citywide, but only
14% of those in gifted pro-
grams, according to city data.
Most children in gifted classes
were white or Asian, according
to DOE data.
