Minutes of the meeting held on Wednesday 4^th May 2016 following the Annual General Meeting of the Parish Council at Hartpury Village Hall

Present: Cllr Alastair McGhee, Cllr Roger Houldey, Cllr Darren Elmslie, Cllr R Gregory, Cllr Norma Jones,

Cllr Sylvia Gibbs. District Cllr P Burford, County Councillor Brian Robinson.
The meeting was chaired by Alastair McGhee and the minutes were taken by the Clerk

No members of the public was present.

There were no declarations made.

3. 
   Minutes of the Parish Council meeting held on the 7^th March 2016
   

The minutes of the previous meeting were agreed as a true record and were signed by the Chair.

4. 
   Matters arising from previous minutes.
   

Cllr Elmslie has kindly offered to collect two sharps bins from the Surgery to be kept at the Village Hall – one in the Kitchen with the First Aid Kit and a spare in the cleaning cupboard. Once used these are to be handed into the Surgery and a new bin obtained.

The yarn bombing was a great success and thanks were given to the Parish Council for agreeing to this activity.

   Public Consultation
   

There were no members of the public present.
District Cllr Philip Burford spoke briefly to the meeting but had already submitted a report at the Annual Parish Meeting.

6. 
   Finance
   

6.1 Accounts for Payment

The expenditure was proposed by Cllr D Elmslie and seconded by Cllr R Houldey and the cheques were signed by the Chairman.

6.2 The financial statement and cash re-collection were approved by all present.

6.3 The Statement of Accounts and Bank Reconciliation for 2015/16 were approved and the Audit forms were signed by the Chairman and the Clerk.

6.4 The Annual Return 2015/16 was approved and the Audit forms were signed by the Chairman and the Clerk.

6.5 The Internal Audit 2015/16 report was accepted and it was agreed to undertake the recommendations. Cllrs D Elmslie and Cllr S Gibbs are to undertake the quarterly internal audit checks on behalf of the Parish Council.

   Highways
   

• 
  The Clerk is to contact Brian Robinson regarding items raised by Linda Clifford in an email sent to Highways.
  
• 
  The 20 is plenty signs are to be chased with PCSO Helen Rogers and Brian Robinson as part of the Road Safety Partnership.
  
• 
  The manhole cover in the middle of Corsend Road (opp no 24) is sinking and very noisy – this is to be notified to STW again.
  

The PCSOs previously advised that they would be happy to carry out spot checks through the 30 mph areas and report back to the Council – and would attend a meeting and arrange training for Cllrs to use the speed guns themselves. This is to be chased up by the Clerk.

   Other Items for Information only

  Thanks were expressed to Cllr A McGhee for the work to the Flagpole and also for the removal of rubbish from a hedge at the rear of the College after a complaint was received.
  
• 
  It was suggested that the bus shelter is in need of a good tidy up and a lick of paint – it was suggested that the Clerk seek willing volunteers through the Parish Magazine and the Website interested parties are to contact the Chairman or the Clerk.
  
• 
  Works at Laburnum Cottage are to commence soon.
  
• 
  The Chairman advised that the piece of common land at Blackwells End has now been transferred officially.
