9.28 HILLSBOROUGH COUNTY 1/9/02
9.28.1 SYSTEM SUMMARY
Hillsborough County has a type 4, E9-1-1 system consisting of seven (7) Primary PSAPs representing the unincorporated area, the cities of Tampa, Temple Terrace and Plant City, and the territorial enclaves of the University of South Florida, Tampa International Airport, and MacDill Air Force Base. In addition, there are three (3) Secondary Public Safety Answering Points located in the Hillsborough County Emergency Dispatch Center (EDC), City of Tampa Fire/Rescue Department, and the Florida Poison Information Center. Calls for other emergency service agencies are transferred or relayed via speed dialing.
9.28.1.1 SHERIFF'S DEPARTMENT PRIMARY PSAP
This PSAP direct dispatches law enforcement calls for the unincorporated area. Calls for fire and EMS are transferred to County Emergency Dispatch Center.
9.28.1.2 CITY OF TAMPA POLICE DEPARTMENT PRIMARY PSAP
This PSAP direct dispatches law enforcement calls for the City of Tampa. Calls for fire and EMS are transferred to Tampa Fire/Rescue.
9.28.1.3 CITY OF TEMPLE TERRACE POLICE DEPT. PRIMARY PSAP
This PSAP direct dispatches law enforcement, fire, and EMS calls for the City of Temple Terrace
9.28.1.4 CITY OF PLANT CITY POLICE DEPARTMENT PRIMARY PSAP
This PSAP direct dispatches law enforcement and fire calls for Plant City. Calls for EMS are transferred to County EDC.
9.28.1.5 UNIVERSITY OF SOUTH FLORIDA POLICE PRIMARY PSAP
This PSAP direct dispatches law enforcement calls for the college campus area and on-campus facilities, such as hospitals, research centers, etc. Calls for fire and EMS are transferred to the City of Tampa Fire/Rescue.
9.28.1.6 TAMPA INTERNATIONAL AIRPORT POLICE PRIMARY PSAP
This PSAP direct dispatches law enforcement calls for the total complex surrounding the airport. Calls for fire and EMS are transferred to the Tampa Fire/Rescue.
9.28.1.7 MACDILL AIR FORCE BASE PRIMARY PSAP
This PSAP direct dispatches calls for base security and fire. Calls for on-base ambulance service are transferred to the base hospital and Tampa Fire/Rescue.
9.28.1.8 HILLSBOROUGH COUNTY EDC SECONDARY PSAP
This Secondary PSAP direct dispatches fire and rescue units for the unincorporated area and rescue units for Plant City.
9.28.1.9 CITY OF TAMPA FIRE/RESCUE SECONDARY PSAP
This Secondary PSAP direct dispatches Fire/Rescue to Tampa, USF and Tampa International Airport and ALS calls to MacDill AFB.
9.28.1.10 CITY OF TAMPA FIRE/RESCUE SECONDARY PSAP
This secondary PSAP provides direct assistance for poison emergencies and transfers calls to other agencies as required.
9.28.2 SYSTEM MANAGEMENT

The Hillsborough County E9-1-1 System is managed and operated by the Hillsborough County 9-1-1 Administration Office under the Public Safety Department. The Board of County Commissioners is the responsible fiscal agent.

Database Management Coordinators
This group is composed of members of each of the cities and enclaves (Tampa, Temple Terrace, Plant City, Tampa International Airport, Tampa Port Authority, University of South Florida, and MacDill Air Force Base) and 9-1-1 Administration. Its responsibility is to ensure that proper controls (e.g., ordinances, interlocal agreements, procedures, etc.) are in place to ensure the accuracy of street name and number control throughout the County.
PSAP User Group
This group is composed of project leaders and management personnel from each of the participating PSAPs and 9-1-1 Administration. It is responsible for developing uniform policies and Standard Operating Procedures.
9.28.3 INTERLOCAL AGREEMENTS
The Hillsborough County E9-1-1 system has selective routing thereby eliminating all central office overlaps with adjoining counties. Therefore, there is no specific requirement for an interlocal agreement.
