CHALLENGES OF THE DIGITAL ECONOMY AS A DRIVER OF
DEVELOPMENT IN UZBEKISTAN

In the world, the accumulated potential for the development of a large number of
human capital, science, its practical and innovative developments, digital
communication, information and communication technologies, digital transformation
tools, as well as large-scale investments are carried out to realize the potential of many
countries and quickly digitize their national markets.
At the same time, research shows that the share of industries related to information
and
communication technologies, digital communications and the Internet, e-
commerce and commerce, internet of things, blockchain technologies, artificial
intelligence, etc. has increased significantly with market growth.
Rapidly developing digital technologies in the world are leading to a qualitative
and technological change in
the socio-economic activities, economic policy and
governance of countries.
In particular, due to the introduction of digital technologies
and the differences in the pace of their widespread application in economic and social
life, the development gap between countries is widening.
The growth rate of the “digital economy” in the world is almost 15.5%. In
developed countries, the share of the “digital economy” in GDP has reached 7%. They
are already benefiting greatly from the intro
duction of the ‘digital economy’. In
particular, the United States exports more than $400 billion a year in “digital services”.
By 2025, the United States is expected to earn an additional $20 trillion from the
“digitalization” of industry.
According to research, the world economists are the challenge of creating a single
integrated indicator to assess the value and effectiveness of the digital economy in
today’s digital world.
In overcoming these situations is due to the lack of empirical and
statistical data, the fact that technological development processes are changing rapidly,
the institutional changes are taking place fast.
In the future of modern development, scientific research is being conducted on
the prospects for the use of Big Data,
Cloud Computing, Artificial Intelligence and
methodological aspects of the implementation of Crowdsourcing, Blockchain
technologies and the impact of these technologies on socio-economic development.
Uzbekistan has sufficient potential and conditions for the implementation of the
Strategy “Digital Uzbekistan –
2030”. We can see this in the accuracy and legitimacy
of the reforms in our country carried out by the President of the Republic of Uzbekistan
Sh.M.Mirziyoev. In his address to the Oliy Majlis on January 24, 2020, the head of our
state emphasized and proposed to name 2020 “Year of Development of Science,
Education and the Digital Economy” in order to further develop science in our country,
to educate our youth as owners of deep knowledge, high
spirituality and culture, to
continue intensively the work started on the formation of a competitive economy and
to raise to a new, modern level
.

At the same time, the State Program for the Implementation of the Action Strategy
in Five Priority Areas of Development of the Republic of Uzbekistan in 2017
–
2021 in
the “Year of Development of Science, Education and the Digital Economy” approved
by the Decree of the President of the Republic of Uzbekistan dated March 2, 2020 PF-
5953
was also adopted, in which set important priorities.
According to the strategy
“
Digital Uzbekistan
–
2030
”
, strategic goals and
priorities of digital development in our country are:
–
development of digital infrastructure;
–
development of
e-government;
–
development of the national market of digital technologies;
–
education and training in the field of information technology.
In order to implement the set key tasks, reflected in the Strategy “Digital
Uzbekistan
–
2030”, which today provides for the modernization of all sectors of the
economy on the basis of digital technologies, it is expected to create more conveniences
for the population through the development of the digital economy.
The introduction of e-government in our country is an integral part of the
development of the digital economy, the main purpose of which is to simplify the
transition to administrative procedures,
improve the quality of life, improve the
investment and business environment.
The digital economy has many advantages. This lowers the cost of payments and
opens up new sources of income. The cost of online services is much lower than in a
traditional economy, and the services themselves are much cheaper, both socially and
commercially. The product offered can be modified immediately to meet the new
wishes or needs of the consumer. The digital economy provides a variety of
information, educational, scientific innovations in a fast, high-quality and convenient
way.
In turn, today, December 24, 2020 at the Graduate School of Business and
Entrepreneurship was organized an international scientific-practical online conference
on “Digital Economy: Development Prospects and World Practice” in order to discuss
the
relevance, purpose, scientific novelty and practical significance of research, to
exchange new views and experiences on business and project management, and to
support the aspirations and ideas of young people in science.
In current conditions, issues such as the digital economy, corporate and project
management in the context of digital transformation, business strategies and models,
skills of implementation, poverty reduction, e-commerce
and marketing will be
considered and discussed within the framework of this event, new comments and
exchange of experience, as well as support for the aspirations and ideas of young people
to science, the development of appropriate proposals and recommendations, signifies
the urgency, importance and necessity of a scientific-
practical conference in today’s
context.
At today’s conference, the Graduate School of Business and Entrepreneurship
and other higher education institutions professors, teachers, doctoral students,
postgraduates and invited international experts participate
prepared within the
framework of the topic and conducted research work results.
