In computing information characteristics are widely used various kinds of devices: memory, 
processor, communications channels, etc., and from information theory methods well known 
measurement information message flow properties. We can use similar measures for evaluating 
the quality of the interaction and the state involved in the process systems. However, if most of 
the information characteristics are static in computer science, the human communication processes 
have a pronounced dynamic character. Modelling of these processes, the definition of the 
characteristics of their information, finding the optimal trajectories of interaction, and so on. P. 
Belong to the group of the most complex and time-consuming tasks in modern programming. 
Among the main factors, determining the complexity can be identified in the first place, the 
following:
- A large number of dynamic parameters;
- Constant adaptation and development of the internal structure and functions; 
- The lack of clear criteria for quality of behavior. 
These tasks only by means of traditional programming fraught with problems, the roots of 
which lie in the logical foundations of algorithmic modeling. Programming of algorithmic models, 
which is based on the logical sequence of passive constructions in many cases to obtain satisfactory 
result, but the program and the result, is a fundamentally different and separated from each other. 
The neural models use active elements that have internal dynamic properties and are able to 
independently receive and transmit signals. At the same actuators and the results, represent a single 
entity - a dynamic space of parallel processes and their states. One way of creating such models is 
a neural programming, by which we mean methods of organization and management of the active 
elements in interpretive systems.
