Gradually transforming the government’s role from direct involvement in 

production, processing and marketing to coordinating, enabling, and facilitating 

farmers’ and private sector investments.

agro-businesses across the spectrum from micro-, small- to large-market oriented

processing and marketing and for increased value-addition in textile garment
