Annotation: This article examines the employment agencies, its conception, its history, and its status for today. And the article answers the questions such as what is virtual employment agencies and it’s benefits, the main problems of online employment agencies, and solutions for them, how do companies hire virtual employees, and the effect of virtual recruitment during the pandemic COVID-19, the process of e-recruitment, and the research that includes some statistic data about virtual recruitment.

Introduction
In the modern world, employment plays an important role in the development process. Employment is a contractual relationship between two parties in which one party is the employer and the other is the employee. The employer can be a corporation, a for-profit organization, a non-profit organization, a co-operative, or another entity. Employees work for money, which can be in the form of an hourly rate, piecework, or an annual income, depending on the type of work they do and the industry in which they job. Employees in some occupations or industries may be eligible for gratuities, bonuses, or stock options. Employees may earn benefits in addition to income in some types of jobs. Health insurance, housing, disability insurance, and access to a gym are examples of benefits. Employment is usually governed by labor laws, organizational policies, or legal contracts.
Employment agency
An employment agency is a company that connects employers and employees. There are several private businesses that function as employment agencies in industrialized countries, as well as a publicly-funded employment agency. One of the earliest references to a public employment agency was in 1650, when Henry Robinson proposed an "Office of Addresses and Encounters" that would connect employers to workers. The idea was rejected by the British Parliament, but he went ahead and started a firm of his own, which was short-lived. By the turn of the twentieth century, developed countries had adopted the idea of creating governmental employment bureaus as a means of combating unemployment. Alsager Hay Hill, a social reformer and employment crusader in the United Kingdom, founded the first labor exchange in London in 1871. This was eventually supplemented by officially sanctioned exchanges established by the Labour Bureau (London) Act 1902, which later spread across the country, thanks to the Liberal government's Labor Exchanges Act 1909. Jobcentre Plus is the current public provider of job search assistance. The New Deal in the United States implemented a federal employment services program. The Wagner-Peyser Act of 1933 was the first piece of legislation, and more recently, the Workforce Investment Act of 1998 established one-stop centers to provide job assistance. The Commonwealth Employment Service, Australia's first governmental employment service, was established in 1946.
If considering in the case of Uzbekistan, UzJobs was one of the first job-search and recruitment websites in Uzbekistan. This project began in the year 2000, when most of our current users were unfamiliar with the term "internet." Employment agencies are divided into different types depending on where they are lead of work and how they work with employees. Nowadays mainly 2 types of employment agencies are more common: 1) traditional agencies; 2) virtual (online) agencies. The other types of agencies are:
-Contingency employment agencies;
-Retained search firm / Executive search firm;
-Temporary agencies.
There are two sides to every tale when it comes to work. "Good help is difficult to find" employers complain, while job seekers think, "I can't seem to find a great job out there." Finding good jobs and workers is challenging no matter which side of the coin you're on. When it comes to hiring, a single job vacancy can draw hundreds of applicants. It takes time to sift through all of them to locate one that is a suitable match. On the other side, a job seeker may feel as if he or she is sending resumes into the Internet's black hole, never to hear back. How can businesses and job seekers break through the hiring process' red tape? Many people use an employment agency to make the process easier. An employment agency is a firm that a corporation hires to assist them with their personnel needs. Employment agencies hire workers for a variety of occupations, from part-time to full-time, in a variety of industries. An employment agency may help a company discover the ideal employee, whether it's a nurse, an administrative assistant, a manager, or a carpenter.
Both public and private employment agencies assist in the placement of employees. The U.S. Department of Labor Employment and Training Administration is one of the most important public employment agencies in the United States. Through online resources and a network of locations across the country, this organization provides workers with job-search services and tools. It connects to national and state employment banks to promote public and private sector jobs. Private employment agencies, particularly in the private sector, also assist in the placement of workers. These employment agencies usually focus on one of three areas:

  • Services for personnel placement

  • Staffing services, often known as temporary help services, are a type of staffing service.

  • Firms that specialize in executive searches

On a daily basis, these businesses employ millions of people. Staffing businesses employ nearly two million individuals every business day in the temporary and contract industries, and they hire 8.6 million temporary and contract employees each year [American Staffing Association].
Function of an Employment Agency
An employment agency can relieve employers of the monotony of human resources. It costs time and money to fill an available post. According to the American Staffing Association, employing a worker can cost 7 to 20% of the wage and take 30 to 45 days to complete [source: American Staffing Association]. Some organizations find it worthwhile to farm out the hiring process to a recruiter at an employment agency because it may be somewhat onerous. When a company need a certain person for a position, it will hire a people placement services firm, commonly known as a recruiter. The recruiter is in charge of the job search and matches employees to open positions, as well as arranging up possible prospects for interviews with the organization. A staffing agency is used when a company only wants a vacation fill-in or someone to work for a few months. Staffing services provide skilled workers on a contract or temporary basis. Some firms also hire staffing agencies to fill "temp to perm" roles, which are temporary but potentially lead to a permanent employment if the worker and the company are a good match.
An employment agency may be the key to landing that full-time job for job searchers. The public employment service is completely free and provides a wealth of resources. Recruiters can help you find jobs that you would not be able to find on your own. Staffing businesses allow you to check out new companies and industries while also providing short-term or part-time employment. Another advantage of employing an employment agency is that you will have access to training. Many job organizations provide free training in a variety of skill-building tools, including software and computer abilities. Those who use these skills to their advantage can improve their resumes and make them more marketable to the job agency.
Recruitment agency
Recruitment is the process of detecting an organizational gap and attracting, evaluating, and employing personnel to fill that function. The different stages of recruitment are: job analysis, sourcing, screening and selection, and onboarding.

Coming to our numerical century, online working is become popular around of all of jobs or professions. Virtual employment agencies are also gaining popularity today.
