key legislation related to the sector. The government’s strategies include
(i) restructuring the power market by demonopolizing energy enterprises 
and creating a single-buyer generation market, (ii) encouraging private sector 
participation, (iii) increasing power generation by developing alternative 
energy sources and hydropower, (iv) addressing the issues related to collection 
of payments from consumers, and (v) managing demand for electricity through 
energy efficiency programs. Progress toward these goals has been limited. 
The reforms that took place during 2001–2008 were toward unbundling the 
generation, transmission, distribution, and dispatch functions. The objectives 
were to improve the efficiency of operations and the financial viability of the 
sector, so as to attract private investors. 
Box 2.2: Key Legislation Related to the Power Sector
Fourteen key items of legislation pertain to the power sector.
Decree On Deepening of Economic Reforms in the Energy Sector of 
Uzbekistan (2001). 
This presidential decree identified government priorities for 
reforms in the power sector. The decree called for the demonopolization of energy 
enterprises, the reduction of state regulation, and the promotion of competition in 
the power sector. It also called for open access to high-voltage transmission lines.
