2.2.2. Current status of the power sector
The state owns and manages Uzbekistan’s power sector. Uzbekenergo, a 
vertically integrated and state-owned company, used to own and operate the 
majority of power generation, transmission, and distribution assets. Through 
a presidential resolution signed in March 2019, Uzbekenergo was reorganized 
into three independent joint-stock companies (JSC) – JSC Thermal Power 
Plants, JSC National Electric Networks of Uzbekistan and JSC Regional Electric 
Networks. The JSC Thermal Power Plants will manage thermal generation 
units. The JSC National Electric Networks of Uzbekistan will operate and 
develop high voltage transmission lines, while the JSC Regional Electric 
Networks will be responsible for distribution of power to end-users. This 
restructuring is part of the government’s plan of implementing major state-
owned enterprise reforms in 2019–2021, including strengthening corporate 
governance, unbundling state-owned enterprises’ activities, and privatizing or 
selling minority stakes of selected state-owned enterprises (Government of 
Uzbekistan 2019).
Uzbekhydroenergo is responsible for all hydropower stations and other 
hydropower-related units. 
The laws and policies affecting the power sector focus on improving the 
financial viability of the sector to attract new investment, improve the security 
and sustainability of power supply, and reduce inefficiencies. Box 2.2 lists 
mtoe = million tons of oil equivalent.
