Reassess labor policies and regulations.
It is important to eliminate 
distortive regulations that inhibit rather than promote entrepreneurship 
and development of human resources. The definition of the “employment 
contract” should be clarified and extended to “daily” workers in rural areas. The 
definition of the key concepts such as “hired labor,” “external labor migration,” 
“internal labor migration,” and “informal employment” need to be adopted 
in accordance with international standards. Adjustments of part-time and 
temporary contracts are needed to promote formalization of the jobs available 
in the labor market.

Invest more in data-driven policy implementation approaches such 
as reforming institutions can reap large benefits.
The current lack of 
evidence-based policymaking leads to issues in policy formulation and 
measures for enhancing the system, and difficulties in monitoring the policies’ 
implementation. Regular collection and analysis of labor market data and 
business trends to identify skills gaps and needs, and forecasts of labor market 
trends need to be supported by the government and can be implemented 
through public–private partnership initiatives.

Develop policies that integrate education, skills, and human capital 
development with entrepreneurship, SME development, research, and 
innovation.

Multilevel governance and coordination mechanisms need to 
be established between ministries, government agencies, and stakeholders 
for effective policy formulation and implementation. Legislative changes 
need to be in place to ensure active participation of private stakeholders in 
policy formulation for education and skills development. At the same time the 
coordination of efforts and implementation practices to support the pace of 
education reforms needs to be encouraged and supported.
