international levels, and a policy document defining the process for creating 
and adopting the framework needs to be developed. The framework should 
be harmonized with the national occupational classification so as to enable 
a full analysis of employment opportunities and ensure the recognition and 
validation of nonformal and informal learning, along with the compulsory 
introduction of a quality assurance system and assessment procedures. A 
properly structured national qualifications framework could help to reduce the 
mismatch between the labor market demand and learner qualifications, and 
incentivize learners to seek nonformal and lifelong learning.
3.6.2. Enhance skills development for employability
and job creation
Prioritize investments aimed at increasing the number and qualifications 
of teachers and TVET instructors
. Public finance allocation for education 
needs to prioritize investments to improve education quality and learning 
outcomes (e.g., infrastructure versus teacher training, development of 
learning materials, and new education methods). Furthermore, a system of 
regular training to equip teachers and TVET instructors with up-to-date 
knowledge and skills, as well as capacity building of school managers should 
be emphasized.
Ensure the development of high-quality basic skills among students at all 
levels and in all subsystems of education and training. 
Include key skills for 
employability such as reading, numeracy, science, and technology in primary 
education, and integrate 21st century skills (critical thinking, problem solving, 
communications skills, research skills, teamwork, leadership, and language 
proficiency, etc.) in tertiary education. 
Ensure social partnerships for TVET for the development, updating, and
