Uzbekistan’s exports are concentrated in raw materials, especially gas and 
metals, cotton, and fruits and vegetables. The major destinations of exports 
include the People’s Republic of China, Kazakhstan, and the Russian Federation 
(OECD 2017). The export structure has changed from a heavy reliance on 
cotton and natural resources to a basket including a more diverse range of 
processed products and services. The latter offers more opportunities for 
small businesses, especially by participating in global value chains. Developing 
agricultural value chains can help promote the country’s agribusinesses, led by 
innovative small businesses and entrepreneurs, and provide good potential to 
boost the productivity of agricultural labor.
SMEs play a critical role of promoting private-sector-led economic growth 
with satisfactory job creation. However, they need a support mechanism 
to fulfill that role. By participating in global value chains, SMEs could reap 
benefits such as achieving increased competitiveness through vertical linkages 
with multinational lead firms, enhanced product quality through technology 
transfer, and resultant business expansion to overseas marketplaces, with 
associated job creation (Shinozaki 2015). SMEs involved in value chains (such 
as in agriculture, food processing, automotive, and electronics processing) have 
the advantage of offering products at a competitive price and geographical 
positioning to access their customers, but they face difficulties meeting 
international quality standards for products, managerial constraints, and 
insufficient financial resources. To surmount these issues requires institutional 
policy support measures.
