Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth

Improve sector governance and institutional efficiency.
The government 
needs to introduce a public administration sector reform that will improve the 
governance of the education sector, reduce overlapping of responsibilities 
between state actors, ensure a holistic approach in the development of 
the education system, effectively plan and use the financial resources, and 
coordinate activities of development partners. More autonomy needs to 
be given to universities in areas such as student enrollment and curricula 
development, and the election process for rectors needs to be transparent and 
competitive. A modern higher education management information system 
needs to be deployed to reduce information discrepancies. 
Adopt a national qualifications framework and harmonize it with 
the national occupational classification. 
A single national qualification 
framework is needed to ensure comparability with European and other foreign 
equivalents for easier knowledge transfer and skills training at national and

A recent good example of a systematic approach in government strategy development was the government’s 
approval of its
 Strategy for Innovative Development of the Republic of Uzbekistan
(Government of Uzbekistan 
2018b). It is extremely important that the targets in such documents be based on baselines to provide a 
rationale for realistic expectations and for planning the actions and investments to achieve the strategic 
goals.
