Create effective learning pathways between TVET and higher education. 
Address the job–skill mismatch through a flexible education and training 
system with efficient skills recognition processes. An effective and efficient 
TVET system that generates relevant skills can play an essential role in creating 
sustainable jobs and promoting inclusive growth and can serve as an entry 
point for higher education opportunities for people with TVET qualifications or 
practitioner backgrounds. This could be done through a system for recognizing 
prior learning, which assesses an individual’s overall learning experience. 
Establish credit transfer arrangements between institutions regionally 
and nationally. 
Ensure that TVET and tertiary education become demand-driven and 
increase tertiary enrollment rates especially in science, technology, 
engineering, and mathematics
. Science, technology, engineering, and 
mathematics (STEM) should be substantially developed to focus on the “21st 
century skill set.” 21st century skills are abilities that today’s students need to 
succeed in their careers during the Information Age. These are quantitative 
and qualitative analytical skills, computation and data processing, experimental 
design, language skills, critical thinking, and creativity and social skills. Because 
global demand for skills is changing toward nonroutine and socio-emotional 
skills, increase the dialogue between employers and education institutions 
about STEM skills and needs in the labor market. To improve employability,

promote the international and regional mobility of students to develop their 
STEM skills. Special measures to encourage and support girls in entering STEM 
need to be designed and implemented.
