Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth
Creating jobs and promoting employment, especially among the youth, is 
among the strategy’s priorities. Investing in skills development, if effective, 
can improve employability of graduates, promote the quality of available jobs, 
help improve the competitiveness of sectors of the economy, and reduce
socioeconomic inequality.
Uzbekistan is at an early stage of its demographic transition. To generate 
high-quality jobs for the labor market entrants, it needs to expand the levels 
of physical capital per worker and develop human capital. The government’s 
priority now is to improve productivity and raise wages to transition into upper-
middle-income country status by 2030 while maintaining social stability and 
transforming the economy. It seeks to do so by (i) moving manufacturing 
from primary goods to products with more added value and a higher degree 
of processing, (ii) promoting effective agriculture to ensure food security and 
enable sound employment, and (iii) transition to production of higher-quality 
services using higher-quality human capital. 
The accumulation of human capital is considered an important determinant in 
the process of economic growth. Uzbekistan needs to overcome several labor 
market challenges and harness the economic growth opportunities associated 
with having a high population growth rate, low dependency ratio, and rapid 
urbanization. The government’s plans for job creation need to address both 
the demand-side and supply-side labor market challenges. This will involve
(i) focusing on supporting private sector growth and productivity, particularly 
of SMEs; (ii) enhancing workers’ employability and addressing the skills gap; 
and (iii) ensuring that labor market interventions are inclusive.
