MINUTES OF THE MEETING
TOWN COUNCIL
BAR NUNN, WYOMING
The regular meeting of the Town Council of Bar Nunn was held on Tuesday, September 3, 2013, 7:00 P.M., at 4820 N. Wardwell Industrial Avenue, Bar Nunn, Wyoming.
The meeting was called to order by Mayor Jerry Petty.
The roll was taken by Carol Pendley, Clerk Treasurer. Those present were Mayor Petty and Councilmen Blase, Brown, and Martin. Councilman Bigelow was excused.
Mayor Petty led in the Pledge of Allegiance.
Next item on the agenda was Minutes of the August 20, 2013 meeting. Motion made by Councilman Blase, seconded by Councilman Brown to accept the minutes was unanimous.
Payable List for August, 2013 was next on the agenda. A motion was made by Councilman Martin, seconded by Councilman Brown to accept the payable listing for August. Motion carried unanimously.
Attorney’s Report was next on the agenda. Attorney Chapin, reported no word from the AG’s office per County Attorney, Knight.
Charlie has framed the complaints, and needs to finish site plan failures to comply.
Councilman Blase asked about the Head of Maintenance and other wording changes from last meeting. A draft has been submitted, it is in progress.
Next item on the agenda was third and final reading of Ordinance #2013-03 “AN ORDINANCE REPEALING AND AMENDING A PORTION OF ORDINANCE #4-2-5-C, AN ORDINANCE PROHIBITING OFFENSES AGAINST PROPERTY; SPECIFICALLY INTERFERING WITH FIRE HYDRANTS AND WATER MAINS”. Councilman Martin made a motion, seconded by Councilman Blase, to adopt the ordinance on third reading. Motion was unanimous.
Engineer’s Reports were next on the agenda. Clyde Dolan reported on Sunset Boulevard progress: Ramshorn completed paving on the north side last Thursday. This morning Ramshorn started the storm sewer at Trails End, closing the Trails End – Sunset south intersection. Manhole connection has been made there and 3 joints of pipe installed. Concrete will start next week. Curb and gutter was staked today. The intersection at Trails End and Sunset will be taken out and totally redone. The north side and south side paving estimates were reversed, so one will be reported as an overrun, but the other will be under and it appears the total will balance out! Additionally Mr. Dolan reported 27.5% of contract value has been earned, and 55.8% of the time has elapsed. There may be a problem with catch basins, as Cretex can only produce one daily and there are 14 catch basins in the project. One is ready to come out here Friday. The curb and gutter will be poured leaving a place for the catch basins, to be installed later.
Mr. Dolan will be on personal leave beginning Thursday, September 5 through Tuesday, September 10, 2013. Barry (Venn) will be checking on the project during that time.
Bill Johnston reported the golf equipment has arrived except for the signs. JR Contractors has been contacted for a price for the installation, pending additional information. Bill expects a response by the end of the week. Mayor Petty will review and authorize the quote as called for.
Bill received an e-mail from WLC indicating they are going to proceed with a project approved 2006 to build more houses along the south side Palomino. Bill has requested plans for review of that project.
Mr. Johnston reported he and Councilman Martin located a new spot for the town sign at McMurry and Salt Creek, and ‘utility locates’ have been requested for tomorrow.
Bill reported the ‘topo’ of the Town Hall Survey by CEPI should be done this week.
Fire Department Report was next on the agenda. Fire Chief Anderson read the report for August, as attached.
Chief Anderson reported, the bid opening for two, M-900 cab and chasses, as advertised, was held today @ 4:30. Boyce Equipment, Ogden, Utah was the only bidder, and submitted a bid of $26,000 for the two, FOB Bar Nunn, and will accept trade in of the old ones. This is less than the budgeted amount (for ‘one’). Upon his request of the Council to approve accepting the bid, Councilman Brown made the motion, seconded by Councilman Martin. Motion carried.
Robert Hoover, Bar Nunn Fire Department Volunteer gave a report on “Firefighter ‘Fill the Boot’ for MDA”. Bar Nunn Department members collected $4,311.89 which was turned into MDA at 9:00 A.M. today! Since beginning participation, Robert reported between $3,000 and $5,000 is collected annually. He has t-shirts for Mayor and Council following the meeting.
Zoning and Planning Report was next on the agenda. Vice Chairman, Gary Geiger gave the report for August, as attached. There was one mobile home approved for a lot on Sunset.
Maintenance Report was next on the agenda. Chuck Johnson submitted a written report covering August 7th to September 3rd, 2013 – attached. Additionally Chuck reported observing the asphalt ‘pre-roll’ on Kalina and Zuni.
Councilman Brown questioned the lack of cable between the posts on the east side of Antelope Park. Chuck explained there never had been, it has been used sometimes by Maintenance as an access to the park. Additionally cable could present a ‘tripping’ hazard in that location.
Councilman Brown stated in talking to residents during the Market Day function he was asked why there is no snow plowing in Vista Hills. Mr. Johnson explained there is a liability issue regarding possible damage to vehicles when large rolls of snow are propelled to the side from the plow. He also provided explanation that windrowing to the center provides additional problems when the wind blows, it is scattered, and there is nowhere to plow the drifts. He further explained they try to keep sand down so it won’t be as slick when the snow packs down.
Councilman Martin requested the “No Parking” signs on Antelope be turned so the Deputy can enforce the ‘no parking’ area during the winter. Chuck explained the signs were originally placed upon advice of a Sheriff’s Deputy. Councilman Blase stated it was many years ago, he was not the Deputy, and the signs should face traffic so they are easily seen. Chuck mentioned he flags them each year as well. Chuck also stated the 4-way STOP signs have been installed (Nez Perce & Sioux).
Petitions and Public Comment were next on the agenda. Mayor Petty called for a report from Parks and Recreation. Laura Redmond, Parks and Rec Chair, reported fifteen vendors participated in the first Market Day. She said attendance was “slow, but a lot of traffic” during the day. She said vendors were happy and want to do it again. Laura would like to do a Fall Festival. She would like to promote a larger event with more vendors, for Saturday, September 21st with a backup day of Saturday, October 5th. She is seeking a different location with electricity availability. She would like to add some sponsors, and maybe have a band.
Mayor Petty reported the Town Clean up went well until it rained! There were 32 people who helped, and over 1000 pounds trash picked up. There will be another Town Cleanup, Saturday, September 28th, 9 A.M. to Noon. Jen Minor, (big promoter of this one) said there could be more people available if held on a Saturday.
Bill Johnston reported he had driven through Ponderosa Subdivision on his way to the meeting. The concrete is still there and there appear to be about 4 elder valves left to be repaired.
Jerry Ressler, Re-Max Realty, requested the minutes be edited to reflect new value of the hanger building is $125, not $1.25, per square foot! (Done!)
Council Miscellaneous was next on the agenda. Councilman Brown asked when the dog feces bag containers would be available, as discussed last council meeting. Chuck Johnson said the ‘stations’ are here and will be put up this week on the east and west sides of Antelope Park.
Councilman Blase made a motion at this time to adjourn to Executive Session, not to exceed 15 minutes, to discuss Real Estate with Vern Fredericksen, Re-Max Realty. Councilman Brown seconded and motion was unanimous.
Meeting adjourned to Executive Session, 7:30 P.M.
The Executive Session was adjourned at 8:15 P.M., upon a motion from Councilman Blase, seconded by Councilman Martin; and motion carrying unanimously.
The regular meeting of the Town Council of Bar Nunn was reconvened upon the motion of Councilman Martin, seconded by Councilman Blase. Motion was unanimous.
(Mayor Petty, Councilmen Blase, Brown, and Martin were still present and Councilman Bigelow absent).
Mayor Petty reported that during the Executive Session, no decision was made regarding a Letter of Intent from Re-Max Realty, but there may be negotiation - there is no desire to sign any agreements.
There being no further business to come before the Council at this time,
Councilman Brown made a motion seconded by Councilman Blase to adjourn. Motion was unanimous.
