INTRODUCTION (abstract of the dissertation of philosophy doctor (PhD))
Relevance and necessity of the theme of dissertation. The global changes taking place on the world geopolitical arena require the human community to move to a new stage of social, economic, political and cultural relations. The processes in the context of globalization reinforce the need to educate the youth in a spiritual, educational and patriotic spirit. The clash of civilizations and the "blurring" of national borders (collapse of national borders), observed at later stages of historical development, create serious social problems in the world community related to the preservation of national identity, the continuation of values and traditions, the transfer of cultural masterpieces for future generation. The sequence of processes pose specific tasks for humanity, such as the establishment of new traditions, the transition to completely different approaches to all aspects of life, and the reassessment of universal human values. These emerging conditions require the improvement of the scientific and theoretical foundations for educating young people in a spiritual, educational and patriotic spirit, the study of the transformation of social processes and the introduction into practice of effective mechanisms that meet requirements of globalization.
The world scientific community is conducting a number of scientific studies on the essence of globalization, its impact on integration processes in society, taking measures to reduce its negative consequences due to its positive aspects, in particular, the impact of globalization on the consciousness and behavior of young people. These studies are characterized by a focus on finding evidence-based solutions regarding the preservation of national identity, the subordination of the transformation processes taking place in the minds of young people to national interests, ensuring the inviolability of cultural values and the priority of the interests of the Motherland among young people. Since the study of the factors leading to the collapse of national values and traditions, the spiritual crisis of youth as a result of globalization, the development and implementation of innovative technologies of spiritual, educational and patriotic education are of great importance.
In the strategy of development of New Uzbekistan, attention to the issue of youth is defined as a priority task of state policy. Based on the opinion of our esteemed President that “... we need to raise spiritual and educational work among our people, especially among young people, to a qualitatively and meaningfully new level, creating a new strategy for the spiritual education system in our country” 16, much attention is paid to introducing patriotic ideas into the minds and consciousness of young people, educating them in a spiritual and educational spirit. The upbringing of young people devoted to national traditions, respecting values, putting the interests of the Motherland above all else, assimilating our rich spiritual heritage and the most advanced experience of world science, is considered a priority goal of the state youth policy. Under these conditions, the scientific and theoretical study of the issue of educating young people in a spiritual, educational and patriotic spirit is considered one of the urgent problems faced by representatives of the social sciences.
This dissertation research to a certain extent serves to fulfill the tasks defined in the Law of the Republic of Uzbekistan LRU-No. 406 of September 14, 2016 “On State Youth Policy”; Decree of the President of the Republic of Uzbekistan PD-No. 5847 dated October 8, 2019 “On approval of the Concept for the development of the higher education system of the Republic of Uzbekistan until 2030”; resolutions PR-No. 2909 of April 20, 2017 "On measures for the further development of the higher education system", PR-No. 3160 of July 28, 2017 "On increasing the efficiency of spiritual and educational work and bringing the development of the industry to a new level", PR- No. 4119 dated January 16, 2019 "On additional measures to improve the quality of the system of education control"; Order O-No. 5465 dated April 8, 2019 “On measures to develop a concept for the development of a national idea at a new stage in the development of Uzbekistan”, Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated February 23, 2018 No. 140 “On approval of the Concept of educating youth in the spirit of military patriotism” and other legal documents related to this activity.
