The verbals have tense and voice distinction

The Nominative absolute Participle Construction.
In the Nominative absolute Participle the normal part is expressed by a noun in the Common Case or a pronoun in the Nominative Case but the noun or the pronoun is not the subject of the sentence. The verbal part is expressed either by PI and PII.
This construction is mostly used in fiction or scientific literature. This construction is used as an adverbial modifier of:

   Time:
   

The lamp having been lit the family sat to dinner.

2. 
   Cause:
   

It being pretty late we decided to go to bed.

3. 
   Attendant circumstances:
   

The boy followed his mother through the window his hose pressed to the glass.
The father hurried out of the room, the children following him.

4. 
   Condition (the Nominative absolute Participle Construction occurs in this case generally with Participles permitting, failing.)
   

Weather permitting we’ll go for a walk.
Time permitting, I’ll try to call on you.
Circumstances permitting, he will do his best to help you.
Concillation failing, force remains, force failing, no hope of concillation remains.
The Prepositional absolute Participle Construction.
When the Nominative absolute Participle Construction is introduced by the preposition “with” it is called the Prepositional absolute Participle Construction.
The mother was scalding her daughter, but the girl sat quiet with her eyes fixed on the ground.
This construction is always used in the function of an adverb modifier of attendant circumstances and is introduced by “with”. The family was playing cards, with the father smoking his pipe.
This construction can be used without a participle. The father was waiting for his son, with his stick in his hand.
She ran with all the dogs after her.
