Abstract.: One of the most pressing issues in the world today is the comprehensive study of the general social aspects of youth policy, cultural and spiritual features, as well as socio-economic, political, educational aspects of cooperation in various fields for the development of science and technology.
This article analyzes the work done by the Organization of Islamic Cooperation to support the political, social, cultural, economic and scientific activities of the youth of the Muslim world, as well as the prospects for further strengthening ties with Uzbekistan in this area.
Keywords: Organization of Islamic Cooperation, science, education, youth, culture, peace, security, international terrorism, immunity.
By the middle of the twentieth century, the current situation in the world and the development of relations between states led to the formation of international organizations. In order to further strengthen political, social, cultural, economic and scientific ties in the Islamic world, international structures have begun to emerge. One such structure is the Organization of Islamic Cooperation (OIC).
Based on the goals and objectives set out in its charter, the Organization of Islamic Cooperation not only strengthens religious ties between the countries, but also provides opportunities for young people to express themselves in many areas, including science and spirituality. As a result, a number of OIC member states are providing practical assistance in the successful implementation of their youth projects.
It is known that in recent years, along with the process of secularization in the world, the process of desecularization and the growing influence of religion in international relations, the development of modern science, the growing influence of stakeholders in the minds of young people increases the importance of OIC and the organization.
The Organization of Islamic Cooperation today, as an active representative of more than 1.8 billion Muslims around the world, has consultations and cooperation with the UN and other intergovernmental organizations to protect the vital interests of young people living in Muslim countries and resolve various conflicts involving the member states.
It should be noted that the activities of the Organization of Islamic Cooperation in the field of youth are focused on the following objectives:
- encouraging Islamic solidarity in the minds of young people;
- strengthening cooperation in supporting the world's youth in economic, social, scientific, cultural and other fields, as well as holding consultations between member states in the framework of international organizations;
- establishing activities with the direct participation of young people to maintain peace and security;
- support any measures taken by member states in terms of building immunity in the minds of young people against international terrorism.
The member states of the Organization make decisions and assume their obligations based on the goals and objectives listed above. The Republic of Uzbekistan has been a member of the organization since October 2, 1996. As an equal member of the OIC, the state of Uzbekistan is also achieving effective results within the framework of its obligations.
"We appreciate the efforts of our organization in the fight against terrorism and religious extremism," he said. In this regard, it is noteworthy that the Secretary General of the Organization of Islamic Cooperation pays special attention to the socio-economic development of member states, the fight against poverty, the development of education and human rights.1
It should be noted that the OIC space is a huge area with the largest number of young people in the world. It is estimated that by 2050, a third of the world's youth will be young people in OIC countries. In other words, the fact that young people now and in the future make up the majority of the population of the OIC member states means that these regions have unparalleled potential and opportunities for industry, innovation and development. At the same time, these countries will have to deal with serious problems while using such a huge potential.
In particular, for a large number of young people in this vast region, it will not be easy to provide quality education and vocational training, to create enough jobs. In addition, it is necessary to facilitate the entry of young professionals into the labor market in the post-graduate period, to create equal opportunities for girls and boys to receive education, vocational training and a worthy place in the labor market.
It is necessary to help young people grow up to be socially capable in order to create decent living conditions for themselves. Enhancing their activity in social life is also one of the most important issues. The fact that young people are not addicted to harmful habits, that they are brought up in good behavior - all these are problems in the effective use of the potential of young people in the OIC countries.
In some countries of the OIC space, it is observed that the majority of young people are not socially active, they are excluded from socio-political life and important political decision-making processes. This, in turn, calls for a serious focus on the integration of young people in the Muslim world and the use of their potential.
There is only one way to be effective in this regard, and that is to replace the search for solutions to “youth problems” with the goal of ensuring “youth rights”. This approach offers a two-way advantage. First, the rights of young people will be ensured, and second, there will be an opportunity to use the potential of the younger generation to build peaceful democratic societies and ensure sustainable development.
In recent years, we have witnessed that the issues of education and youth have become the main focus of Uzbekistan's cooperation with the OIC. In this regard, the 43rd session of the OIC Council of Foreign Ministers, which took place on October 18-19, 2016 in Tashkent, was of particular importance. As the President of the Republic of Uzbekistan Shavkat Mirziyoyev said in his opening speech at the opening of this session, the main idea of the agenda of the 43rd session is "Education and enlightenment - the path to peace and prosperity." This idea is in line with the famous hadith, "Seek knowledge from the cradle to the grave." In this regard, it is no coincidence that the initiatives put forward by the Uzbek side are directly linked to the development of science and enlightenment.2
In addition, in his speech at the first OIC Summit on Science and Technology in Astana on September 10, 2017, the President of Uzbekistan put on the agenda practical proposals for the development of science, spirituality and enlightenment. In his speech, the leader of Uzbekistan noted that the Muslim world lags behind the developed countries in terms of science and technology, and made proposals to increase the scientific and technological potential of the Islamic world.
Sh.Mirziyoyev said: "I want to hold a summit on science and technology every three years to ensure sustainable economic development of the OIC member states, a decent standard of living, and if this proposal is supported, we are ready to hold the next summit in 2020 in Uzbekistan."3
It should be noted that this proposal of the President of Uzbekistan was warmly welcomed by the summit participants and the organization. The Astana Declaration adopted at the end of the conference noted that the second summit of the Organization of Islamic Cooperation on science and technology will be held in Uzbekistan.
“Accept the proposal of the Government of Uzbekistan to host the second summit of the Organization of Islamic Cooperation on science and technology. The OIC Secretariat-General and the Standing Committee on Cooperation in Science and Technology should be tasked to work with the Government of Uzbekistan to prepare for the second Science and Technology Summit in Uzbekistan. At present, the noble initiatives announced by the President of our country from the high tribunes of the OIC are being widely implemented.
In short, the Organization of Islamic Cooperation not only issues documents on religious issues, but also conducts and supports extensive spiritual and educational cooperation with the member countries, including Uzbekistan. Therefore, the existence of cooperative relations with this organization will help to develop not only political, but also cultural cooperation with the peoples of this organization.
The Organization of Islamic Cooperation's mission in establishing and uniting Muslim countries in political, economic and cultural spheres, preventing misunderstandings caused by internal and external influences, and clarifying uncertainties can be positively assessed in the socio-economic and cultural spheres.
