There is a special procedure for adopting and amending the Constitution and constitutional laws.
The Constitution of the Republic of Uzbekistan, laws amending and supplementing the Constitution, as well as other constitutional laws shall be adopted by a majority of at least two-thirds of the total number of deputies of the Oliy Majlis.
The Oliy Majlis of the Republic of Uzbekistan may, within six months after the submission of a proposal to amend the Constitution, organize a broad and comprehensive discussion of these proposals and then adopt them.
If the Oliy Majlis rejects a proposal to amend the Constitution, this proposal may be re-introduced after at least one year.
Ordinary laws, resolutions and other documents shall be adopted by a majority vote of all deputies of the Oliy Majlis.
The Oliy Majlis and its Council may submit drafts of appeals and statements to the committees and commissions of the Oliy Majlis for preliminary consideration in accordance with the decisions of the Oliy Majlis or its Council. These documents are also adopted by a majority vote of the deputies of the Oliy Majlis or members of the Council.
It should be noted that the majority of the total number of deputies elected to the Oliy Majlis, rather than those present at the time of the adoption of the law, is required in the calculation of voting results.
The fourth stage of the legislative process. In accordance with paragraph 14 of Article 93 of the Constitution of the Republic of Uzbekistan, laws are signed by the President of the Republic of Uzbekistan. If there are objections from the President, then the President may return the law to the Oliy Majlis with his objections for reconsideration and voting. If the law is approved by two-thirds of the deputies of the Oliy Majlis, the President signs the law. The text adopted and signed by the President shall be sent to the Oliy Majlis for storage and publication.
In accordance with Article 83 of the Constitution of the Republic of Uzbekistan, the publication in the press of laws and other normative acts adopted by the Oliy Majlis is a mandatory condition for the application of these laws.
Resolutions of the Oliy Majlis and the Kengash of the Oliy Majlis shall be signed by the Chairman of the Oliy Majlis of the Republic of Uzbekistan, or in his absence, such documents shall be signed by one of the Deputy Chairmen of the Oliy Majlis.
The laws of the Republic of Uzbekistan shall be officially promulgated within a week after their signing by the President of the Republic. Unless otherwise provided in the documents themselves, they shall enter into force simultaneously throughout the territory of Uzbekistan ten days after their official publication.
The publication of the full text of the laws in the newspapers "Bulletin of the Oliy Majlis of Uzbekistan", "People's Word", "Narodnoe slovo" is their first official publication.
In accordance with Article 2 of the Law "On the Oliy Majlis of the Republic of Uzbekistan", the Oliy Majlis of the Republic of Uzbekistan monitors the implementation of laws and other documents adopted by the Oliy Majlis.
The Oliy Majlis of the Republic of Uzbekistan shall legally establish and direct the work of certain bodies for the effective exercise of the powers specified in the Constitution, the Law on the Oliy Majlis and other laws.
Adoption of the Constitutional Law of the Republic of Uzbekistan on the Results of the Referendum and the Basic Principles of the Organization of State Power The Assembly was of great importance for the future legislative activity.
On December 12, 2002, the Constitutional Law of Uzbekistan on the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was adopted. According to this law, the Legislative Chamber, the lower house of the Oliy Majlis, operates in a completely new order, that is, on a permanent professional basis. The Legislative Chamber shall consist of one hundred and twenty deputies elected on a multi-party basis in constituencies.
The activity of the upper chamber of the Oliy Majlis - the Senate - is also of special importance in the implementation of legislative activity. The Senate convenes in sessions to discuss laws drafted by the lower house and make its own decisions.
Thus, the bicameral nature of the Oliy Majlis will further improve the legislative activity.
