Forms of activity of the Oliy Majlis
The order of activity of the Oliy Majlis of the Republic of Uzbekistan and its branches is determined by the "Regulations of the Oliy Majlis of the Republic of Uzbekistan" adopted by the Oliy Majlis on May 5, 1995 and other laws enacted on the basis of the Constitution of the Republic of Uzbekistan.
The issues of the activity of the Oliy Majlis of the Republic of Uzbekistan are based on free discussion and solution, openness, constant consideration of public opinion by the bodies forming the Oliy Majlis and its elected and appointed officials.
The regularity and effectiveness of the Oliy Majlis depends on its sessions, the work of the Kengash, the committees and commissions of the Oliy Majlis, and the deputies.
The organizational form of the work of the Oliy Majlis of the Republic of Uzbekistan is a session. The session of the Oliy Majlis shall be opened or closed at its sittings.
The session of the Oliy Majlis shall consist of its sittings, as well as meetings of committees and commissions of the Oliy Majlis and other bodies held between sessions.
Sessions of the Oliy Majlis shall be convened by the Chairman of the Oliy Majlis at least twice a year, as necessary. The Chairman of the Oliy Majlis shall have the right to submit the issue of convening a session to the Council of the Oliy Majlis. In such cases, the session is convened by the Council of the Oliy Majlis and a decision is made. The deputies of the Oliy Majlis and the population shall be informed in advance of the decision to convene the session and the issues to be discussed.
Draft laws, resolutions and other documents submitted for consideration of the Oliy Majlis shall be submitted to the deputies in advance, as a rule, at least ten days before the opening of the session.
A working group may be set up to prepare for the session of the Oliy Majlis. The working group of deputies is usually headed by one of the deputies of the Chairman of the Oliy Majlis, and they make great preparations with the deputies on the issues submitted to the session.
Information on where and when the session of the Oliy Majlis will be held, as well as where and when the deputies attending the session will be registered shall be published in the republican and regional newspapers at least three days before the opening of the session, on television and radio. sounded like.

The first post-election session of the Oliy Majlis of the Republic of Uzbekistan shall be convened by the Central Election Commission no later than two months after the election.

During the sessions of each session of the Oliy Majlis, the Secretariat of the session shall be formed. The functions of the Secretariat are to keep a transcript of the sessions of the Oliy Majlis, to record those who wish to speak, to register inquiries, questions, information, messages, applications, proposals and other materials of deputies, appeals from citizens to the Oliy Majlis. and organizing work with other documents.
Deputies of the Oliy Majlis usually discuss and adopt the agenda of the session first. Proposals on the agenda will be considered by the Council of the Oliy Majlis in the first instance.
At its first session, the Oliy Majlis, in accordance with the proposal of the Mandate Commission elected by it, declared that the powers of deputies were valid, and in case of violation of the election legislation, the powers of individual deputies were declared invalid. decides to find.
The sessions of the Oliy Majlis shall be open. In accordance with the decision of the Oliy Majlis, in some cases a closed session may be held.
The President, Prime Minister, members of the Cabinet of Ministers, chairmen of the Constitutional, Supreme Courts, Supreme Economic Courts, the Prosecutor General, and the Chairman of the Central Bank may be present at any open or closed session of the Oliy Majlis of the Republic of Uzbekistan. . It is about the right of the mentioned officials to participate in the sessions of the Oliy Majlis. According to the Rules of Procedure of the Oliy Majlis (Article 17), representatives of state bodies, public associations, labor unions, scientific institutions, press, television, radio and other persons invited by the Kengash of the Oliy Majlis may be present at the sittings of the Oliy Majlis. Nominated persons shall not have the right to interfere in the work of the Oliy Majlis, shall refrain from expressing their approval or disapproval, shall observe the procedure and shall obey the orders of the Chairman.
Meetings may, in accordance with a resolution of the Oliy Majlis, be broadcast on television and radio at a time convenient to the population. Information about the meetings is published in national and regional newspapers, as well as in other media.
According to the regulations of the Oliy Majlis, the work of the Oliy Majlis will be conducted in the state language and simultaneous translation into Russian will be provided. The deputy shall notify the Secretariat of the Session in advance of his intention to speak in a language other than Uzbek and Russian. All speeches will be translated into Uzbek and Russian.
The Chairman of the Oliy Majlis promises to take part in the negotiations on the order of receipt of applications. A deputy of the Oliy Majlis may not speak more than twice on the same issue at a session. It is not allowed to transfer the right to speak to another person. Questions will be sent to the speakers in writing or given through a microphone from the seat.
The suspension of negotiations on the issues considered in the Oliy Majlis shall be carried out by open voting by a majority of all deputies present at the session. After the termination of the lectures, the speaker and the person who made the additional speech have the right to deliver the closing speech.
Decisions on issues considered at the sessions of the Oliy Majlis shall be made by open voting. In cases provided for by the Constitution of the Republic of Uzbekistan and other laws, or in accordance with a resolution of the Oliy Majlis, a secret ballot shall be held. When a vote is taken on an issue, each deputy shall have one vote and shall vote for or against the proposal or abstain from voting. After the counting of votes is completed, the chairperson announces the results of the voting.
Extraordinary session of the Oliy Majlis of the Republic of Uzbekistan
It is convened by the Chairman of the Majlis on his initiative or at the proposal of the President of the Republic of Uzbekistan, the Jogorku Kenesh of the Republic of Karakalpakstan or at least one third of the deputies of the Oliy Majlis.
