Mrs. Kimela Santifer-Berry of Los Angeles, in a letter to the Commission, wrote that the
Commission‘s briefing was an acknowledgment that illegal immigration was a problem, and
that in her view, her city was becoming a third-world country. She related that many workers
in businesses and shops where she was a customer had non-English speaking staff, despite
the English-language speaking clientele. She objected also to what she viewed as jobs for
young people being filled by illegal workers, particularly jobs that she believed would
otherwise be filled by African Americans. She invited the Commission to visit Los Angeles
to draw their own conclusions, particularly in the African American communities with high
unemployment.
