Current Status of e-Government
2.1. Uzbekistan E-Government Service Infrastructure Plan
The major goals of e-government introduction in Uzbekistan are (1) improvement of accessibility and
convenience for public services of corporations and the public, (2) introduction of new ICT technology and
construction of information and communication infrastructure, (3) provision of competitive soft industry
market information and knowledge development and (4) enhancement of policies and regulations regarding
implementation of the informatization process.
2.2. Uzbekistan IT Sector Institutional Issues
Establishing ICT Governance properly is of utmost importance. The Uzbekistan government designated
the Ministry for Development of Information Technologies and Communications (MITC) as its core central
ministry to plan and implement its e-government. As it is expected that it will exercise coordination among
the ministries, it is necessary for the MITC to develop a strategy to cultivate its ICT coordination capacity.
2.3. Uzbekistan E-Government Support Direction
At present, Uzbekistan is striving to import the Korean e-government model in its current state (i.e., as
is). Especially, its e-government system‘s network-based communication equipment acquisition,
installation and operation are on track to follow the developmental model of Korea even in the event it
purchases Chinese products. Uzbekistan will install 2,000 automated civil service terminals nationwide in
2020. Currently, the Uzbekistan government has installed 500 terminals, but has requested assistance in the
installation of the remaining 1,500 units. As of the end of 2015, Korea is the premier e-government country
in the world (according to UN evaluation) that successfully operates 3,117 automated civil issuers of
certificates, etc. Given its technological prowess, Korea has the capability to successfully support the
installation of automated issuers of civil/public services across Uzbekistan.
2.4. United Nations E-Government Ranking
The E-Government Development Index adopts a holistic view on e-government development based on
three main criteria indices: online service index, telecommunication infrastructure index, and human capital
index. According to the United Nations' e-government evaluation of 193 countries, Uzbekistan ranked
100th in 2014 and 80th in 2016.
2.5. Single Portal Implementation Plan
The Comprehensive Programme on Development of National Information and Communication system of
the Republic of Uzbekistan for 2013-2020
is composed of (1) development of communication technology,
construction of network and communication Infrastructure, and (2) various project lists of information
system integration and database construction. In particular, the key part of the promotion of a single portal
is the introduction of the Single Window Principles for public administration. The Single Window principle

is the basis for strengthening public services using online front office affairs. Establishing an online
communication channel to communicate directly with the public concerning all related services is necessary.
2.6. Law and Institutions of E-Government Infrastructure
Since the early 2000s, the Uzbekistan government has been pursuing an information policy with a focus
on e-government, e-commerce, e-education, and electronic health. Currently, research is being actively
conducted regarding legislation for e-government, e-commerce, electronic signature, and electronic
procurement. The government approved the National Information and Communication Development Policy
for implementation in 2020 and enacted
the Act on National Information and Communication Development

which aims to make use of electronic forms provided by government agencies to promote benefits and
high-level administrative services to the public.
